An Overview
The Department of Transportation and environmental Services (T&ES) is seeking a Fiscal Officer I who will perform analytical and evaluative work involving the reimbursement of grants, formulation of budget estimates, and exercising program controls over the obligation and expenditure of appropriated funds. An incumbent independently conceptualizes, organizes and carries out most work assignments under minimal supervision. Special assignments are outlined by the supervisor in terms of the end product required. Written guidelines are available for use in most City/State financial management matters.
The Opportunity
Develops and maintains a system to track and manage grants applied for and awarded to ensure that grant requirements are met, and department is well-prepared for grant audits; Monitors departmental actions on grant awards to ensure that grants are implemented; Drafts budget transfers and/or Capital allocation requests; Meets with Project Managers to discuss expenses and upcoming project or program needs, to include creation of year end projections; Works and consults with Project Managers and Division Chiefs on the preparation of Operating and Capital budget documents; Reviews and approves fiscal actions in the financial management system; Prepares and submits reimbursement billing to funders, monitors receipt of federal and state revenues, and ensures that funds collected are at least equal to projections in grant budget; Works with Accounting Department and departmental personnel to facilitate grant closeouts and audits. Develop Grant Standard Operating Procedures (SOPs) for the department and ensures that project managers abide by the SOPs; Perform other duties as required.

Minimum & Additional Requirements
To qualify for this position, all candidates must possess a Bachelor’s Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
To be considered as an ideal candidate, one should possess the minimum requirements as well as at least two (2) years’ experience dealing with grant reimbursements from state and federal agencies.
