Duties

This position serves as a Safety and Occupational Health Specialist in the Health Safety and Work­life Service Center, Shore Safety Branch, HSWL SC (se-ss), covering both LANT and PAC Area, in the United States, the U.S. Territories in the South Atlantic, and worldwide activities.

  • Serves as team member and independently schedules and conducts a full range of inspections throughout the CG to identify and evaluate the hazard potential of a wide variety of conditions, including work and living environments, vessels aircraft facilities and shore facilities.
  • Provides web design and development, database support, reports, and written documentation of the programming code (JSRS Remote Scripting, JavaScript, VBScript, SQL Server Reporting Services, and ASP) in support of the Health Safety and Work-life Service Center Command in the Safety and Environmental Health (SEH) Division.
  • Maintains database dictionaries and integrates system through database design. Work on all phases of database management. Translate requirements into technical design.
  • Advises top-level management of the CG unit on the status of the safety and occupational health program and recommends changes to meet new safety and occupational health standards.
  • Instructs employees on a variety of safety and occupational health subjects including regulations, practices, and procedures appropriate to their work; participates in the development of novel or innovative safety training and promotion activities; prepares technical safety bulletins and composes safety notices, instructions, and directives.
  • Reviews design plans for new construction, modifications or renovations of structures and coordinates efforts with the engineering and planning functions to ensure all codes, standards, and guidelines in the safety areas are incorporated in the initial planning stages; recommends changes as necessary to ensure compliance with standards and minimize hazards.

Qualifications

At the GS 12 Level: Applicants must possess one year of specialized experience equivalent to the GS 11 level in the federal service. Specialized experience includes: Managing safety or occupational health program elements, Developing and recommending safety and occupational health policy to higher levels of management, Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, Managing safety or occupational health program elements; recommending safety and occupational health policy; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures; and advising or resolving technical matters dealing with occupational safety and health requirements. Also, experience with Microsoft SQL to include database management, writing of complex queries and creation of stored procedures exportable to SQL Server Reporting Services for report generation. Knowledge of Adobe Creative Suite, VBScript, SQL Server Reporting Services, and ASP.
