Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Management and Program Analyst, you will:

Serve as advisor to senior management within the Office of Housing on critical, sensitive or confidential matters as they pertain to the equal employment opportunity program, employee and labor relations program, and other assigned special projects and programs. This includes developing options, recommendations, and conclusions that take into account and give appropriate weight to uncertainties about the data and other variables that affect long range program performance.

Provide analytical support in assessing and defining the needs of the Office of Housing for equal employment opportunity and employee and labor relations.

Conduct comprehensive studies on the effectiveness and efficiency of programs and operations and recommends changes or improvements. Coordinates and tracks all data pertaining to the disposition of alternative dispute resolution program cases.

Analyze new or proposed legislation, regulations or other authoritative guidance to determine impact on program operations and develops implementation plans as necessary.

Conduct training to management and supervisory officials as required for program changes to ensure regulatory compliance. Assists management in adhering to regulatory guidance provided on matters pertaining to use of authorized leave, work schedules, workers' compensation, reasonable accommodations, on-the-job injuries, etc. Ensures management and all levels of personnel are kept informed of new or changed guidance, procedures and policies. Elevates matters requiring interpretation to the appropriate subject matter expert within OCHCO when necessary.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

    Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:- Preparing reports and briefing supervisors, management and staff on a variety of Employee and Labor Relations issues and Equal Employment Opportunity (EEO) issues; AND- Advising management on sensitive Employee and Labor Relations issues, unfair labor practices, and reasonable accommodations; AND- Recommending solutions to problems and conflicting issues impacting EEO.

    Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:

    Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:- Preparing reports and briefing supervisors, management and staff on a variety of Employee and Labor Relations issues and Equal Employment Opportunity (EEO) issues; AND- Recommending solutions to problems and conflicting issues impacting EEO.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
