As a Budget Analyst, you will:
  • Provide leadership to other analysts in conducting a wide variety of high level analyses relative to the review, justification and presentation of budgets for major Department of Energy (DOE) components.
  • Recommend changes to funding, budget plans and approval/disapproval of the allotment of funds to various components and programs of DOE.
  • Play a key role in the preparations to justify the budget before DOE program offices.
  • Oversee program budgeting activities to ensure the appropriate and efficient use of funding.
  • Lead the preparation and analysis of a variety of complex budgetary and financial reports.
  • Present, justify and defend budgetary strategies and decisions to senior management officials and staff.
  • Plan, manage and track contracts.

SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the GS-12 grade level or equivalent in the Federal service. Specialized experience for this position is defined as:
  • Providing advice to others concerning financial and budgetary issues.
  • Interpreting guidance to be followed on budget justification, formulation and execution activities.
  • Monitoring the execution of an approved budget to ensure all obligations and expenditures meet legal and regulatory requirements.
  • Manage medium to large contracts as a COR (Contracting Officers Representative) within the last 2 years.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

As part of onboarding, you will need to submit DOE's Certification of COVID-19 Vaccination for Prospective Federal Employees attesting to truthfulness that you are fully vaccinated by November 22, 2021, or prior to onboarding, if hired after November 22, 2021. Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.


There is no substitution of education for this series at this grade level.
