As a Management and Program Analyst, GS-343-11/12 you will:
• Consult with the BSSD Director and Supervisory Leads to determine objectives and requirements for meetings or other events and applies fundamental knowledge of management concepts, principles, methods, and analysis accordingly.
• Provide support for the BSSD by analyzing problems and organizing approach, establishing tentative or desired time frame for completion, considering, and weighing various choices of action which are available, discussing with higher graded analysts and presenting recommendations for proposed solution.
• Develop, review and analyze Department Standard Operating Procedures to be maintained on the site that address system requirements and problem areas.
• Assist users with site issues and tracks data to identify trends and provide solutions for improvements. Executes related tasks in adherence with Departmental deadlines and quality standards
• Assist BSSD Director and staff members to coordinate daily operational matters related to BSSD business by planning and conducting analyses of organizational elements, working to identify problems, and evaluating management effectiveness.

* Duties described above are at the GS-11 level. Incumbent will perform with less supervision and more complexity at the GS-12 level.

Condition of Employment:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11

One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience adapting analytical techniques and evaluation criteria to measure and improve program effectiveness/ organizational productivity.
2. Experience analyzing the impact of policy and procedure changes to supporting systems.
3. Experience working with IT systems.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of management analysis techniques to identify, consider, and resolve issues or problems.
2. Knowledge of typical office tools for word processing, spreadsheets, and presentations.
3. Knowledge of analytical techniques and evaluation criteria to measure and improve program effectiveness and organizational productivity.
4. Skill in verbal and written communication to enable clear and concise collaboration among staff members and senior leadership.
5. Knowledge of pertinent laws, policies, regulations, and precedents applicable to the security and handling of PII data.

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience providing assistance in analyzing Grants management system issues and user needs and gathering requirements to implement modifications and/or enhancements.
2. Experience briefing managers and communicating tentative recommendations regarding efficiency in program operations.
3. Experience conducting acceptance/regression testing of supporting system.

Education cannot be substituted for experience for this position and grade level (GS-12).

You may meet the minimum qualifications of this position by meeting the following education options.

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations.
