Duties

The incumbent provides service to an agency having 1,500 employees in a wide variety of occupations with considerable union activity and assists the Equal Employment Opportunity (EEO) Program Manager with managing all complaints. Specifically:

Supports the EEO Complaint and Affirmative Employment Programs.

Conducts intake and referral of informal EEO complaints and assessing quality of the EEO complaint process.

Collaborates with the EEO Complaints Program Manager on policy and case background on discrimination complaints and developing agency-wide guidelines for the complaints process and s the EEO Program Manager to employment complaint actions which may have an impact on agency procedures.

Participates in the development and/or delivery of training programs for Foundation staff at various levels.

Advises management in developing and carrying out effective EEO plans relative to their impact on agency policy; provides technical advice and assistance in the areas of complaints management, civil rights and other EEO related issues.

Gives briefings, as appropriate, on the EEO complaint programs. Serves as agency representative at recruitment events.

Receives and analyzes statistical data in order to identify barriers and systemic barriers to equal employment opportunities within the Foundation and recommends changes, as appropriate, in those policies and practices.

Assists with preparing directives, memoranda, agency-wide policy statements, and other written guidelines, as well as training for managers and supervisors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in federal service assisting with EEO Complaint or Affirmative Employment Programs. Examples of experience includes: assisting with the intake component of the discrimination complaint process; making recommendations for solutions to problems which affect the appointment, promotion, training, career advancement, and employment status of women, minority groups, individuals with disabilities, and veterans; assisting with the development of the Management Directive (MD) 715 and No Fear reports; and assisting with the preparation of briefings and presentations on EEO program goals and initiatives. OR

Possess a master's or equivalent graduate degree. OR

Possess 2 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level in federal service supporting EEO Complaint and Affirmative Employment Programs. Examples of experience includes: providing the intake component of the discrimination complaint process; identifying barriers and makes recommendations for solutions to problems which affect the appointment, promotion, training, career advancement, and employment status of women, minority groups, individuals with disabilities, and veterans; monitoring and administering the Management Directive (MD) 715 and No Fear reports; and preparing and conducting briefings and presentations on EEO program goals and initiatives. OR

Possess a Ph.D. or equivalent doctoral degree. OR

Possess 3 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.
