As a Management and Program Analyst, he/she uses their writing experience (newsletter or trade publication) and applies analytical methods and techniques to develop of written products that articulate, interpret and explain Management Services (AJG) and ATO programs and policies, including supporting content for the ATO Minute publication. He/she provides leadership for writing video scripts, executive talking points, and other executive communication. This includes other time sensitive activities under the minimal direction of a manager or executive. This work directly affects the ATO's strategic alignment, direction and resources to accomplish its' mission, vision and goals.

As a principal communications specialist, he/she develops new and innovative approaches, methodologies, and/or techniques to analyze, interpret and communicate information. This includes identifying communication needs, and to developing informational materials that inform customers about new initiatives and programs. He/she applies fact-finding skills and investigative techniques, such as interviews, policy and procedural reviews to write and edit materials, including reports, articles, newsletters, training materials, brochures, interpretive handbooks, pamphlets, guidebooks, speeches, or video scripts to convey complex information in a clear manner throughout AJG and the ATO.

He/she applies knowledge of program/project management principles to plan, execute, and evaluate the effectiveness of AJG information and communication programs. He/she plans, executes, and evaluates the effectiveness of information and communication programs in furthering Directorate goals. He/she creates and maintains communications project plans, leads meetings to track the progress of specific projects. Develops and updates the program/project plan, schedule, and budget, ensuring schedules are adhered to and tasks are completed as assigned. Analyzes and evaluates project progress, identifies and implements needed improvements or changes. He/she is responsible for writing and copy editing newsletters, articles and other materials for publication and for ensuring that content is factual and accurately reflects ATO policies and practices.

Using knowledge of communication techniques and processes, he/she establishes and maintains an internal and external communications policy between AJG and the ATO. He/she identifies and evaluates communication needs and works to develop and obtain supporting informational materials such as photographs, illustrations, diagrams, graphs, objects, models, slides, charts, pamphlets, exhibits, and live or video recorded speeches or lectures that inform customers about AJG programs, policies, services and activities. He/she applies in-depth experience using desktop and automated programs such as Microsoft Office Suite, including Excel, Power Point, Word, and Visio to apply a consistent set of style, grammar and punctuation practices to reports and documents. Using skill analyzing and presenting data, he/she edits material tailored to specific media and audiences such as surveys and course materials.

Contacts are internal and external. He/she often represents AJG as a principal point of contact to provide advice and guidance on written and visual material and communication policies. Prepares, reviews, and recommends approval of technical and programmatic information and data. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches and may be asked to develop new policies, procedures and approaches that take into consideration agency-wide policies and may create new solutions and policy interpretations as situations require.

The Team Manager typically reviews work only at completion for success in achieving planned results.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation.


Professional publication or writing experience is required. Applying analytical and evaluative methods and techniques to issues of effectively communicating customer strategy, through the development of written products that articulate, interpret and explain programs and policies AND;

Experience using desktop and automated programs such as Microsoft Office Suite, including Excel, Power Point, Word, and Visio to apply a consistent set of style, grammar and punctuation practices to reports and documents.
