Duties

You will serve as an IT Cybersecurity Specialist for Information Technology (IT) Project Manager tasks while directly managing information technology projects.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
  • Developing methods to monitor and measure risk, compliance, and assurance efforts.
  • Evaluating the effectiveness of procurement functions in addressing information security requirements and supply chain risks through procurement activities and recommend improvements.
  • Managing the internal relationship with IT process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements.
  • Leading and overseeing the budget, staffing, and contracting.
  • Negotiating the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgement and discretion with DoD, DHS, and OMB.
  • Monitoring and auditing the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems and respective classified information, critical infrastructure, mission essential system, high value assets or other USCG information systems.

Qualifications

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience may include the following:
  • experience with Project/Program Acquisition Lifecycle Framework governance (System Engineering Life Cycle, Federal Acquisition Certification Program/Project Level II) or equivalency;
  • experience with Information Assurance Management Level III (IAM-III), or equivalency; experience as Contracting Officer Representative (COR) Level II or equivalency;
  • experience with AGILE/SCRUM/DEVSECOPS methodologies;
  • experience leading teams of senior staff and resolving conflicts; experience with the ALF to develop, release, evaluate and execute Statements or Work, Statements of Objectives, Requests for Information and, Requests for Proposals.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.     Education

    Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

    Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

    Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

    • Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.
