Duties

Major duties for this position include but are not limited to the following:
  • Executes job duties in support of senior team members and the Office mission while providing research and analyses of child labor, forced labor, and human trafficking issues for assigned countries for the purpose of contributing to Congressionally-mandated and Executive Order reports, engaging with foreign governments or other U.S. government officials, designing technical assistance programs, or related to other strategic interests of ILAB, or as part of analysis of trends and lessons learned that inform program evaluation, project survey, and project design activities.
  • Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL staff on international child and forced labor issues.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness. Ensures that key evaluation and audit findings, results of performance monitoring data analysis, and other lessons, findings, and outcomes produced by technical assistance and monitoring and evaluation and audit activities are shared with relevant stakeholders and are applied to ILAB and OCFT' s work, as applicable.
  • Participates in the formulation of policy or program recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level.
  • Coordinates policy positions and work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement.
  • Plans, develops, oversees, implements and provides technical support for monitoring and evaluation and audit activities, and closes out technical assistance/cooperation initiatives; coordinates ILAB's contracts, grants, and cooperative agreements for technical assistance projects; and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness
    and/or projects or systems.
  • Provides comprehensive and rigorous technical oversight of OCFT's audits, attestation engagements, and monitoring and evaluation tasks as assigned, to ensure OCFT funded projects are in fiscal, regulatory, and performance compliance; provides comprehensive and rigorous technical oversight of key monitoring and evaluation activities, as assigned, to ensure that high-quality data, analysis and lessons learned are produced to systematically measure achievement of project objectives.

Qualifications

IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE.

Basic Requirements:

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

    For the GS-11:

    To qualify for the GS-11 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience is conducting or overseeing audits and/or evaluations of social projects or programs, including developing or reviewing audit and/or evaluation plans, methodologies, and reports to ensure they reflect stated objectives AND utilizing qualitative or quantitative analysis to measure results and improve programs, projects, and/or systems effectiveness;

    OR

    3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.)

    OR

    Combination of education and experience.

    For the GS-12:

    To qualify for the GS-12 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience is conducting or overseeing audits and/or evaluations of social projects or programs, including developing or reviewing audit and/or evaluation plans, methodologies, and reports to ensure they reflect stated objectives AND utilizing qualitative or quantitative analysis to measure results and improve programs, projects, and/or systems effectiveness AND participating in the formulation of policy or program recommendations to advance organizational mission, programming, or other priorities.

    Education
