EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as an IT Project Manager in the Federal Insurance and Mitigation Administration (FIMA), Risk Management Directorate, IT and Data Management Branch. Typical assignments include:. Typical assignments include:
  • Leading multiple concurrent projects using expertise in Agile development and IT project management methods to develop and maintain complex systems and applications. Managing schedule, security, budget, performance, quality, and risks to meet agency needs.
  • Identifying and helping prioritize customers' technology requirements; conducting research and tradeoff analyses to make design decisions.
  • Briefing internal and external stakeholders, including senior leadership, on all aspects of the project and provide recommendations. Facilitating and participating in stakeholder-centric project reviews.
  • Identifying and communicating performance expectations for contractors. Monitoring and managing performance against expectations.
  • Keeping abreast of emerging technology to advise management on future IT needs and support organizational change initiatives.

COVID VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, FEMA is currently in an expanded telework posture which will end January 31, 2022. Therefore, if selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period in accordance with FEMA's telework policy.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-13 level (starting salary $106,823) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
  • Leading IT software development projects with responsibility for briefing senior leadership on projects' plan, status, and risks,
  • Gathering business requirements and proposing appropriate technical solutions,
  • Managing contractor teams.

You must have IT-related experience demonstrating each of the four competencies listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their problems, or satisfy their expectations.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
