Duties

The incumbent will report to the Deputy Chief, Finance and Procurement Office and serve as the subject and technical expert on all matters relating to procurement. Duties of this position include, but are not limited to:
  • Leading and overseeing the work of a diverse staff of approximately 40 government employees and overseeing a broad range of advisory and operational services directly supporting procurement activities in federal court units located throughout the nation.
  • Providing leadership and guidance in federal acquisition and contract management functions essential to effective procurement operations; recommending or initiating programs and procedures to implement official policies; and assisting with developing and maintaining the overall goals of the organization regarding procurement in the judiciary.
  • Ensuring the Procurement Management Division is adequately resourced to perform its mission and oversee day-to-day business activities in the office, including financial management, staffing, space, resources, travel, payroll, leave, and training.
  • Preparing and presenting briefings, acquisition updates, and regular status reports to the Chief, Finance and Procurement Office and other senior officials. Presenting sensitive recommendations to the Administrative Office (AO) Director and judicial officers; obtaining compliance with judicial policies, and articulating technically complex recommendations to AO managers, court unit executives, and other senior officials.
  • Serving as the principal advisor to the courts, federal judges, judiciary officials, committees and subcommittees of the Judicial Conference of the United States, and advisory groups on all functions related to procurement, including director FPO sponsored councils and subcommittees (Risk and Financial Management Advisory Council, Financial Managers Working Group, and other related workgroups).
  • Implementing a contracting officer certification program to ensure procurement personnel meet specific certification requirements as a condition to maintain delegated procurement authority.
  • Developing and managing a robust communications program to provide information to judicial branch employees, management, and judges in support of procurement policies and programs.
  • Providing strong customer service in the administration of procurement and acquisition services to the judiciary's stakeholders, including the Courts (Appellate, District, and Bankruptcy) and the Federal Defenders and Probation/Pretrial communities.
  • Supervising a professional staff through effective workforce planning, recruitment, and equal employment opportunity, delegating work among subordinate employees; appraising employee performance; assessing individual capabilities and needs; and resolving issues of organizational concern.
  • Fostering professional development and growth among staff by implementing strategic training programs to enhance specialized skills, acquire necessary certification, and transition to new and innovative tools and techniques.
  • Directing procurement activities in accordance with the laws, regulations, and policies governing the federal judiciary, keeping informed of relevant federal government procurement rules and regulations to ensure that the judiciary's policies and procedures are in conformance where applicable and/or developing Judiciary specific policies and procedures.
  • Managing the development of acquisition or procurement policy updates in response to changes in program strategy or other drivers, both internal and external.
  • Overseeing, developing, and maintaining acquisition and procurement support services with appropriate internal control procedures.
  • Directing and conducting special analytical studies of acquisition programs and contracting vehicles.
  • Preparing, issuing, and updating relevant sections of the Guide to Judiciary Policy and other publications that outline procurement policies and practices; providing training and technical assistance to AO and court unit procurement staff and managers regarding acquisitions, contracting, and contract administration.

  • Qualifications

    Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one year of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:
  • Managing a staff of contract professionals AND
  • Serving as a senior procurement analyst in assessing and directing the development, administration, and improvement of a delegated acquisition and procurement services organization.
  • Additional Assessment : Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

    Mandatory Technical Qualifications : The MTQs listed below should be evident in your resume. A narrative response is not required for the MTQs. However, your experience MUST demonstrate the following:
    • Demonstrated experience in managing a complex procurement organization with national scope and impact. This should include leadership of an organization responsible for the management of all types of acquisition operations (i.e. Major Acquisition, Simplified Acquisition and Purchase Cards), utilization of information technology systems and services to ensure effective and efficient solutions for procurement services, and provisions dealing with major information technology systems.
    • Extensive experience managing and negotiating consensus on complex issues related to major service contracts, acquisition of software licensing, and contracts for staff support with senior levels of industry and government.

    Executive Core Qualifications (ECQs) : A narrative response for each of the following ECQs is MANDATORY.
