Duties

As a Training Officer (Title 32), GS-1702-09, you perform the below duties:

1. Provides technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, coordinating, preparing, conducting, and documenting individual and collective training. Assists the training officer in the development and review of training directives, deployment planning and readiness reporting. Develops and prepares operational orders for use in training exercises.

2. Serves as the technical specialist in readiness reporting for the organization. Performs analysis of organizational readiness data, provides recommendations for the improvement of the organizational training readiness posture, and refines post-mobilization training requirements.

3. Manages and oversees the administration of the command's school program. Reviews, approves and forwards forecasts of individual training requirements of the organization and its subordinate elements. Ensures long range force modernization plans, professional military education requirement changes, and military occupational skill transition training are incorporated into forecasts.

4. Makes recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar. Maintains and evaluates historical data for the formulation of projected budgetary requirements.

5. Ensure the proper forecasting, allocation, and usage of training ammunition within the command. Evaluates training ammunition requests based on standard training requirements, approved training calendars, and projected changes in scheduled training.

6. Assists in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities. Coordinates with local, state, and federal agencies for the implementation of preliminary activities necessary to respond to natural disasters, civil disturbances, and terrorist activities and to provide humanitarian assistance.

7. Provides input to the training officer for the assignment of work within the training and operations section. May function as the supervisor within the immediate office in the absence of the Training Officer on a temporary or intermittent basis.

8. Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May occasionally be required to work other than normal duty hours; overtime may be required.


Qualifications

REMARKS: TEMPORARY APPOINTMENT - Selected applicant will receive a temporary appointment Not to Exceed 1 October 2021. The appointment may be ex-tended up to a maximum of 1 additional year (24 months of total service).

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted personnel (E-5/SGT - E-7/SFC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted personnel (E-5/SGT - E-7/SFC) regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.

Military Grades: Enlisted personnel (E-5/SGT - E-7/SFC)

GENERAL EXPERIENCE : Applicant must have experience, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the various duties of the position.

SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experienced in conducting, supervising, and/or developing education and training programs.
  • Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
  • Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
  • Experienced in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development.
