Duties

Program Manager responsible to manage a limited number of programs to develop and transition technical capabilities that enhances U.S. maritime border security. Oversee activities to safeguard lawful trade and travel and help prevent illegal use of the maritime environment to transport illicit goods or people and enhance safety and resilience of the maritime transportation system.
  • Overseeing the planning, execution and governance of programs and their related projects to meet operational customer needs and the successful delivery of program scientific outputs or technological products. Responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project. Developing goals, policies and objectives encompassing research efforts to develop technologies and systems to support the Department of Homeland Security's mission.
  • Coordinating and meeting with representatives of other elements of the S&T Directorate, other components of the Department, and involved agencies and customers to obtain current information needed for development and implementation of plans for science and technology research plans to match customer needs, and resolving outstanding, complex programmatic issues or requirements for capability enhancements.
  • Developing concept plans, scopes of work, schedules, milestones, and funding requirements. Identifying program, project and activity changes to facilitate projects, enhance cost-effectiveness, and optimize fulfillment of customer needs.
  • Directing and conducting costs analyses for projected activities to optimize use of resources and for budget planning purposes. Overseeing and managing the annual budgets reflecting program costs and priorities, and associated information for justifications, presentations, and testimony for senior agency managers. Monitoring and tracking expenditures and utilization of funds and initiating or undertaking reprogramming actions to meet changed financial conditions and requirements for new and changed projects.
  • Performing long-range program planning of resource requirements to meet program needs, enhancing program accomplishments, and complying with regulatory and policy requirements. Developing integrated strategic plans delineating contracting strategies, key risk areas, and metrics to measure costs, schedules, and performance. Monitoring ongoing projects for compliance with milestones and, schedules, and for identification and resolution of problems or issues of negative impact on successful project completion.
  • Initiates actions to resolve complex issues concerning programmatic adequacy of product outcomes, and other program requirements consulting with other subject matter experts on the related discipline.
  • Performing other duties as assigned.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:

Applicants must possess one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Managing/supervising an engineering, acquisition, or technical function or organization and making or participating in making decisions as to the impact of changing priorities, attention to work progress and adjustments in plans and schedules; experience recommending long range plans for operation of diverse programs and projects; experience with detailed resource requirements to present policy options and recommendations where proposals involve substantial resources, extensive changes in established procedures, or in the phasing of projects in and out; experience with activity based costing to develop criteria to determine the best use of resources or to contract for services depending upon personnel, equipment, and capital investment requirements; providing written and oral reports with conclusions, alternatives, and recommendations, on national policies, projects or studies.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
