We provide rental communities for families, individuals, and seniors who are delighted to call our apartments their home.Humphrey Management achieved the Baltimore Sun's Top Workplace designation for the past seven years and provides a dynamic and challenging environment for our diverse workforce.POSITION SUMMARY: Working with the Compliance Team and Regional Property Managers, the Compliance Manager handles the day-to-day responsibilities of the Compliance department. Provides assistance and oversight to assure that property management staff knows and adheres to the regulatory programs and related compliance requirements specific to each community. The Compliance Manager is primarily responsible to ensure that Humphrey management and properties gather accurate information and submit all compliance-related reporting to their assigned Compliance Specialist. It is imperative that the Compliance Manager is well versed in the regulatory requirements of LIHTC, HUD, RD, HOME, RHPP, MHRP, RHP, RHW, and other local governing authorities. The essential functions of the Compliance Manager are as follows:Initial / Annual Certifications, Interim Certification, and Gross Rent Change:The CM processes applications and helps determine eligibility for all affordable housing programs. Verifies income, assets, medical or unusual expenses, and assisted dwelling information. Enters data in Real Page OneSite, to generate rent, utility allowance, and security deposit calculations. The CM is the primary supervisor of the Compliance Specialists. Oversees the day-to-day responsibilities of the team to review annual certifications and interims. Follows up by preparing reports of findings, identifying corrective action plans, and assisting in making corrections or clarifications to the file and gross rent changes consistent with Humphrey Management File Audit Policy. Monitors audit preparations at all properties, including reviewing documents and letters in response to HUD, LIHTC, RD, and regulatory audits, including affirmative fair housing marketing plans, management plans, and all other needed documents.Trains Community Managers, Compliance Specialists, and Regional Property Managers on processing HAP's, excess income reporting, (when applicable) repayment agreements, and TRACs submission. The CM reviews these reports/submittals monthly to ensure accuracy and timeliness. Enterprise Income Verification (EIV) The CM ensures that Community Managers, Assistant Managers, Compliance Specialists, and Regional Managers obtain a WASS ID and EIV Access/Training from Murphy Consulting. The CM runs EIV reports monthly and ensures that the Community Managers are running their EIV reports monthly. The CM ensures all property site staff comply with Humphrey's Management EIV policy. The CM ensures that Community Managers monitor repayment agreements. The CM ensures that there is an EIV reference book at each property that contains all necessary EIV documents.Audits ReviewsThe CM oversees the review process of the Applicants/Residents files before they are submitted to the auditor for review annually. Monitors the overall lease/documentation process for Humphrey Management Lease-ups or acquired properties.Investor/Governmental Agency/All other 3rd party ReviewsUnder the direction of the VPOCC, the CM or assigned staff will be available for all review by ownership, agencies, etc. The CM will work with the Community Manager to ensure that the site is prepared for review. The CM works with Regional Property Manager, Community Managers, Compliance and Accounting Departments to ensure that all inspection responses are compiled and submitted on time for the VPOCC review.Ensures professional and sufficient communication documentation is maintained with lenders, regulatory agencies, limited partners, and other investors to .Compliance and Property Management SoftwareThe CM uses Real Page OneSite as a tool to monitor rents, to ensure State Agency reports are properly generated and that rental rates are being charged correctly. The CM monitors that Community Managers use Real Page Onesite to maintain all resident-related activities, prepare HAP vouchers, repayment agreements, and Special Claims. The CM works with the Compliance Staff to update property information systems such as income limits, rent limits, utility allowances, and AMI changes in Real Page OneSite. The CM works with Community Manager and other staff to prepare all compliance-related forms and documents as directed by the VPOCC. The CM arranges work practices to reconcile and maintain on-site file records and software system records to comply with regulatory requirements. The CM is responsible for an assigned list of property annual compliance audits. Documents The CM ensures that AFHMP and Tenant Selection plans are prepared for each site and the current copy displayed in the office. The CM also ensures that a current accurate rent schedule is provided to each property and that Real Page OneSite is updated with the most current income and rent limits. The CM provides regulatory program research to help resolve conflicts and management with information to establish fair and sustainable compliance policies. ReportingThe CM provides monthly reports to detail the overall compliance performance of each property.The report will provide details on certifications, site visits, training needs, inspections, audits, and compliance documents, plans, forms, etc. The CM will provide monthly annual certification reports, including the status of annual and interim income certifications. These monthly annual certification reports will be sent to the owners as requested. The CM prepares the End of the Year demographic report in Real Page OneSite and through the State of Maryland website. The CM prepares the Maryland annual Certificate of Compliance and attached Certification of Compliance with the property owner's signature. The CM prepares the Owners Agent Certification Reports and submits them to owners for their review and approval.The CM completes the Virginia Housing - LIHTC Project information reports, obtain ownership signatures and submits monitoring invoice fee to accounting por payment. The CM completes the HOME annual reports using Boston Post or Real Page software, obtain ownership signatures and submit to the County HOME agency.The CM prepares the PHFA owner of certificate compliance and transmit through the PHFA portal. Other Projects a professional image in all aspects of work performance, which includes but is not limited to personal habits, demeanor, and attire. Meets company standards on conduct, attendance, etc. Models Mission and Foundations.Attends all required department meetings with the VPOCC for reporting and direction. Projects a positive and cooperative attitude and maintains the confidential and proprietary nature of client/staff relationships and related work products. Monitors trainings and assesses community-based regulatory compliance requirements.Possesses a deep sense of community awareness and a determination to make improvements.Has the ability to communicate and build trust with community members with different backgrounds, skill/knowledge levels, and concerns to obtain information and solve problems. Develops a thorough understanding of Humphrey Management's methodologies, tools, policies, and procedures. Keeps VPOCC informed of work status; actively seeks assignments and proactively pursues opportunities to be of assistance and finds new approaches to improve property operations and regulatory compliance.Performs other assignments and special projects as needed or assignedQUALIFICATIONS To perform this job successfully, an individual must complete the essential functions satisfactorily. Reasonable accommodations may enable individuals with disabilities to perform the essential functions.HCCP, STAR, TCS, BOS, and COS certifications, highly preferred.At least five years of project-based Section 8 HUD, LIHTC, RD, and other affordable housing compliance experience.Knowledge of HUD 4350.3, EIV, Reasonable Accommodation/Modification request, Income limits and rent calculations, and Fair Housing. Industry knowledge of regulatory requirements related to affordable housing, which includes but is not limited to HUD, LIHTC HOME, RD, and other local governing authorities.Strong supervisory, leadership skills and "player-coach" mentality. Strong data management skills with significant attention to detail. Experience reading, comprehending, and abstracting affordable housing regulatory agreements and similar documents. Outstanding customer service and written and verbal communication skills.Ability to teach, train, and coach team members and learning processes.Comfort and good computer literacy with MS Office Suite Programs. Ability to work well alone and with a team.Strong organizational skills. Ability to prioritize, track and manage multiple tasks. Possesses a valid Driver's License per requirements and personal transportation to drive to assigned work locations.
