Parsons is now hiring a Program Director who can lead a team of professionals overseeing every phase of large scale projects or programs. We need our Program Director to be versatile as well as have exceptional communication, analytical and management skills. In this role you provide management and direction for one Engineering department or a major section within one of the larger disciplines. You will recruit, interview, and evaluate prospective employees as well as hire, offer personnel development, conduct performance evaluations, counsel employees, takes corrective actions (as required), and approves terminations. One of your roles will include ensuring that new employees receive orientation on company policies and procedures. The Global Command and Control - Joint (GCCS-J) Sr. Program Director will lead the Parsons team to support the sustainment and modernization of the GCCS-J system which includes a variety of technology areas related to integration, modification, transformation, and sustainment for the GCCS-J Program Office. Responsibilities include cost build-up and financial understanding of the program, preparation, and presentation of program reviews with internal and external stakeholders, collaborating with the program office, leading software and hardware development, modernization of existing capabilities, and working to ensure the external customers goals and objectives align with the strategic delivery of the GCCS-J portfolio.Key ResponsibilitiesManage the GCCS-J program for the execution and delivery of new requirements for the Defense Information Systems Agency (DISA)Manage the program and employees to include technical leads, operational managers, and matrixed technical staffEnsure compliance with terms of the contract with government and company policies, standards, and proceduresExecute program tasks in accordance customer approved Integrated Master Schedule (IMS) and cost baselineOversee the performance of subcontractors supporting GCCS-J program as part of the overall Parsons teamIdentify, monitor, and drive resolution on cross-project problems and issuesIdentify and mitigate project risks throughout program life cycleManage program staffing to ensure seamless transition of program phases (design, development, integration and test, customer acceptance, and delivery)Oversee the development and punctual delivery of program Contract Data Requirements List (CDRL) items in accordance with contractual requirementsWork directly with government partners to aggressively assess capability gaps and proactively identify solutions from across the portfolio that align to customer's needsFinalize, launch, and manage communications plans, stakeholder engagement program and calendar, working closely with team leaders to help shape content and ensure materials are suitable and professionalDocument and manage all action items, commitments, and communications from customer meetings to ensure understanding and resolution of identified tasksRequired Qualifications:Bachelor's Degree in related Technical or Business discipline with 10+ years' experienceCommand and Control (C2) systems experienceLarge program management experience of ACAT 1 and/or 2 programsPlatform integration experience merging future and legacy capabilitiesRisk and Opportunity management experienceSystems integration, test and evaluation, and customer sell off experienceExcellent oral and written communication skillsAbility to organize and direct outcomes in a matrixed organizationImpeccable time management and multi-tasking skillsActive Secret (S) clearance or ability to obtain such a clearance with the US Government as well as ability to obtain higher clearance if neededMust be a US citizenDesired Qualifications:Experience working with DISA C2 programsProject Management Professional (PMP) CertificationMaster's or Graduate degree in Technical or Business disciplineUnderstanding of CMMI, IEEE or similar systems/software process improvement efforts/standardsGovernment Earned Value Management System (EVMS) knowledge to include:Monthly reporting to government of progress against established program baseline planMonthly reporting of Estimate At Complete (EAC) and other schedule and budget metrics required by the customerPlan and execution of get well actions for both internal Parsons management and government stakeholders if required* This position is based on contract awardMust be able to obtain, maintain and/or currently possess a security clearance.The position may require a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief as required by federal, state, provincial or local mandates or customer requirements.
