Administers the recruitment, selection, and hiring of certificated and non-certificated employees. Serves as a resource to administrators, office heads, employees, and others regarding personnel matters. Performs other duties as assigned.EXAMPLES OF DUTIES: Serves as a resource for school-based administrators and central office management regarding personnel matters. Serves as a liaison to Community Superintendents and Executive Directors in assigned area. Plans, administers, and directs a program for the selection and assignment of best qualified personnel in assigned areas. Recruits, interviews, screens, refers, and hires qualified candidates. Assists in the preparation of departmental correspondence and forms. Administers provisions of the Education Code of Maryland, federal and state regulations, and master agreements as they apply to personnel. Conducts conferences with employees regarding personnel matters. Assists with verification of qualifications to include certification analysis and counseling. Maintains personnel histories and records of employees in assigned areas of responsibility. Administers employee voluntary and involuntary transfer procedures for assigned employee groups. Administers employee status changes such as promotions, demotions, transfers, and separations. Supports accurate position control in assigned areas of responsibility. Supervises and evaluates assigned professional and support staff. Perform other duties as assigned. MINIMUM QUALIFICATIONS: Education and Training: Graduation from an accredited college or university with a bachelor's degree, plus four years of administrative, leadership, or supervisory experience in human resources and/or school leadership. Master's degree and experience with recruiting, selection and hiring preferred. Experience as a classroom teacher and/or school administrator preferred. PHR preferred. Other combinations of applicable education, training and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered. Knowledge, Skills, and Abilities: Thorough knowledge of the principles and practices of human resources administration. Thorough knowledge of human resources laws, codes, regulations, and standards. Thorough knowledge of the recruitment, selection, and placement of applicants. Thorough knowledge of the principles and practices of management. Technology competency. Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications. Knowledge of and skill in data analysis. Skill in human resources administration. Skill in analyzing procedures and practices and developing improvements. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally sedentary. Work involves occasional travel to offices, and schools throughout Baltimore County.CONDITIONS OF EMPLOYMENT: Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights, weekends, and travel.FLSA: Exempt SALARY: Grade 09 on the BCPS OPE 12 Month payscale $87,918 - $135,921. Pre-Employment Requirements: All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment. Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US. If you have military experience you will be asked to provide a copy of DD214. Official transcripts for all higher education must be received prior to contract signing. Some positions will require employees to undergo a physical examination and/or drug testing. All newly hired personnel must attend a Badges and Benefits session. Additional job verification will be required for salary credit.
