Supporting the Most Exciting and Meaningful Missions in the World Procurement Operations ManagerThe Procurement Operations Manager leads a team of procurement professionals through the purchase requisition to purchase order process for a variety of programs and customers. The Procurement Operations Manager is responsible for the purchasing function, reporting on critical performance metrics of the function, implementation and use of MRP and procurement systems, supporting program transition efforts, leading small business and vendor performance management efforts.The Procurement Operations Manager reports to the Sr. Manager of Global Supply Chain for PAE's Infrastructure and Logistics business area, within the Global Mission Services line of business. Programs supported include NASA Facilities Services, DoD Base Operation Services, OCONUS Logistics Services, and others. Customers include, US Army, US Navy, US Air Force, NASA, CBP, HHS, DoS, and others.Manager acts as liaison with program management, material control, quality assurance, and engineering. Assures that all information/data and priorities/critical items from the Purchasing department interfacing groups are received, processed, and integrated into the purchasing function. Researches and develops new sources of supply and keeps informed of new products, manufacturing processes, and price trends. Responsible for the employment, training, motivation, discipline and performance evaluation of assigned employees. Responsible to drive process improvements and seek opportunities for optimizing the procurement process. Responsible for the compliance of the procurement files and documentation within the Infrastructure and Logistics business area.PROCUREMENT:Perform duties as an authorized representative for the overall performance of all procurement and supply chain management functions within your purview.Act as Direct manager for multiple Buyers; act as dotted line Manager for 8-10 program Procurement Managers and their team of Buyers.Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiencyRecommend, develop, implement, establish, and enforce procedures and programs to increase efficiency and improve cost effectiveness for departmentAdhere to PAE and Federal policies for the Acquisition of direct and indirect materials and services.Account for the compliance of procurement professionals under your managementAccount for the Small Business Supplier program's performance with regard to your programs and procurement staff.Develop and administer data driven business rhythms to measure and report the effectiveness of your team.Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance and performance requirements are met.GENERAL:Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions as directed by Program leadership.Direct the work of a diverse employee population assigned to the department.Perform additional duties and projects as assigned.Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. Comply with PAE Policy & Procedures, FAR/DFAR, and all Environmental Health & Safety and Quality Assurance requirements and goalsQUALIFICATIONS At least eight (8) years of experience in Procurement or Global Supply ChainExperience with CPSR audits, FAR/DFAR Procurement regulations, and complying with ACO Consent processesExperience administering and driving improvements to Procurement metrics is requiredProgram start transition support (deployed or remote) is requiredExperience with NASA and DoD BOSS programs is preferredExperience with Maximo Procurement is highly desiredExperience with Cost Point Procurement is highly desiredBilingual English/Spanish is preferredPrevious TDY work experience in an austere OCONUS environment with a multi-national workforcePrevious sourcing experience in an austere OCONUS environment Excellent organizational and time management skills Proficient written and verbal communication skills required for regular communication with PAE executive leadership Strong computer skills, specifically in Microsoft Word and Excel Valid US or local driver's license and US passportAbility to travel for extended (multiple week) assignments to austere locations.PAE is proud to be an Equal Opportunity Employer.
