Minimum Qualifications

Education
  • Graduation from an accredited college or university with a Bachelor's degree in Education, Technical Instructional Design or similar discipline.
    • In lieu of a Bachelor's Degree, a High School Diploma and four (4) years of training program administration experience will be considered.

Experience
  • A minimum seven (7) years of experience in the development, administration, and/or implementation of large-scale training programs, with specific experience in transit operations preferred; includes at least four (4) years in a middle manager or higher level capacity, responsible for leading and ensuring a qualified and well-trained workforce.

Certification/Licensure
  • N/A

Preferred

  • Graduation from an accredited college or university with a Bachelor's degree in Education, Instructional Design or similar technical discipline

Job Summary

The Director Rail Transportation Training is responsible for the design, development, and delivery of technical and supervisory training programs for Rail Transportation. This position directs the creation and implementation of comprehensive technical and professional development training programs to meet the Authority's Rail Transportation needs. Establishes training assessments and standards that are applied consistently across Operations to meet short and long-range strategic goals.

This position collaborates with all Operations senior-level management to effectively and efficiently provide quality training that meets operational requirements, as well as coordinating training activities with Safety Department (SAFE) and Office of Emergency Management (OEM)

Essential Functions
  • Effectively plans and directs comprehensive Rail Transportation training to include training assessment, curricula development, personnel standards development, training aids development and training presentation to ensure that all activities are accomplished efficiently, safely, economically and in conformance with WMATA policies and procedures.
  • Directs all aspects of Rail Operations employee training programs in the proper and safe method of providing rail transportation while ensuring alignment with the MSRPH.
  • Develops scheduling and control procedures for training. Establishes management objectives, develops performance indicators, and maintains workload measurements.
  • Develops, administers, and implements effective employee selection and promotional procedures, reviews eligibility standards and supervises the transfer/promotion of rail operating employees, ensuring compliance with Federal regulations, guidelines, Collective Bargaining agreements and WMATA policy.
  • Collaborates with RAIL management to develop and evaluate Rail Transportation training programs, identify training needs, and propose resolutions. Represents Rail Transportation training and serves as a member on Authority training committees and task forces.
  • Develops annual training budget requirements and works within established fiscal and personnel budgetary constraints including monitoring vendor contract services and expenditures.
  • Develops, administers, and implement selection process to ensure best-qualified Instructors. Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff. Enforces WMATA rules, policies, procedures, and applies provisions of labor agreements. May represent RAIL/OPMS at disciplinary hearings, legal proceedings and other meetings.

OTHER FUNCTIONS

  • Contributes to and supports the establishment of effective operating rules and regulations. Ensures the enforcement of policies and procedures. Identifies problem and potential problem areas and addresses the need for changes.
  • Prepares and presents timely reports on class performance, instructor/student pass/fail rates, student certification analysis, and comparisons to previous classes. Makes recommendations for improvements.
  • Identifies training needs and determines objectives, goals, and methods of instruction for curriculum and lesson plans. Evaluates efficiency and cost effectiveness of program content and methods of instruction. Observes, evaluates, and recommends improvements in teaching techniques. Ensures modifications and/or new equipment are incorporated in instruction.
