Serves as a Management and Program Analyst performing a wide range of analyses, reporting, project management, and training activities.

Responsible for establishing and maintaining a facility-wide management information system that ensures the capture of cost, workload, and budget funding model (VERA) data and provides analytical reports and distributes them in a manner that is useful at all levels of the facility management for evaluating resource utilization and VERA performance for the medical center.

Serves as the technical advisor to facility management and provides guidance in the implementation, management and evaluation of VERA oversight programs.

Develops databases that support benchmarking of data including financial data, patient populations and workload.

Reviews activities in the medical record coding system, in accordance with the actual service rendered for verification and accuracy purposes. Identifies discrepancies, and collaborate with service staff to educate and provide continuous instructions that define correct coding errors.

Responsible for the design and development of all reports and data bases translating data into meaningful management information which is made available to a wide variety of constituents.

Identifies and evaluates data elements and information analysis strategies needed for these studies and submits findings, results and recommendations in a timely, concise and accurate manner.

Coordinates and disseminates data, special projects, etc., relevant to his/her program responsibilities with medical center staff for review and/or action, and assures activities requiring response are accomplished in a timely and accurate manner.

Plans, develops and conducts formal and informal training programs, conferences, etc., relevant to budget funding and revenue enhancement processes, workload/cost reporting, data validation/certification.

Develops training materials or other tools to assist managers in utilizing data and reports that are produced and ensures comprehensive documentation regarding all data produced.

Conducts surveys or review of Services/Service Lines, as requested by the Director or staff, to evaluate resource utilization, workload/cost reporting, data validation activities, etc., and provide written reports on findings along with recommendations for improving program activities.

Performs other related duties as assigned.

Work Schedule: 7:30am - 4:00pm and 8:00am - 4:30pm - Monday - Friday

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitors the current Veterans Equitable Resource Allocation (VERA) processes and new budget funding model programs; ensures the capture of cost, workload, and budget funding model (VERA) data; Evaluate resources utilization and budget performance for the medical center; Reviews activities in the medical record coding system; Skilled in applying analysis of various qualitative and/or quantitative methods; Ability to evaluate, analyze and interpret findings; Develop reports using a variety of methods such as VISTA and VSSC systems; Knowledge of database design and analysis; Knowledge of various database software languages, data analysis, and statistical analysis techniques, operations research techniques; performing a wide range of analyses, reporting, project management, and training activities; Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the veterans health administration; Ability to perform detailed analyses of complex functions and work processes; Skilled in written and oral communication; Ability to apply the use of data to complete comparative analyses, formulate recommendations and develop initiatives; ability to prepare congressional correspondence.


Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree?
