Duties

This announcement provides the opportunity for a reassignment/promotion to the position of Training and Talent Development Analyst within Mission Support, Human Resources, Training and Talent Development Team in Arlington, VA.

The successful candidate will be primarily responsible for both the design and facilitation of group training events dealing with organizational change and employee knowledge initiatives. The successful candidate may oversee or personally provide coaching to OIG leaders and/or teams. The successful candidate may also assist with other initiatives within the Training and Talent Development Team involving training development and implementation, training administration, and knowledge management. Training and Talent Development Team initiatives are designed to advance the professional development, growth, and performance of OIG employees. The successful candidate must be highly motivated and have demonstrated skills/experience in group and instructional facilitation. Specialized experience teaching and/or instructing in corporate environments, adult education programs and workshops is highly desired.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-9 - GS-13. The salary range for this position is $61,947.00 - $138,868.00. The salary figures include locality pay. Promotion potential to a GS-13 at management's discretion.

Training Program Development/Management
  • Supports the development of the training and workforce development at USPS OIG.
  • Developments and reviews training/course materials, aids, devices, et cetera, and evaluation of training results.
  • Specialized experience teaching and/or instructing in adult education programs.
  • Coordinate and assist in the development and distribution of various instructional guides to document training events or specific training needs.
  • Partners with organization wide functions to understand training requirements necessary to support operational needs and seeks out training opportunities to facilitate identified needs.
  • Delivers training materials via a variety of channels, including in-person classroom training and/or virtual training sessions to a decentralized audience.
  • Authors and organizes training systems procedural manuals and supporting documentation for training programs and systems in accordance with organizational/departmental requirements.
  • Manages the preparation of instructor materials and required job aids, templates, and reference materials supporting different training platforms and formats.
  • Provides expert level advice in the areas of designing and developing training, facilitation, training administration, and career development.
  • Managing coaching engagements and conducting coaching for OIG employees and leaders.
  • Coordinates component and agency-wide training programs for the OIG. Representing the Training and Talent Development team at training meetings with other OIG Units; scheduling space, overseeing logistics requirements development, and implementation for OIG-hosted training; coordinating with training vendors/course instructors.
  • Implements innovative approaches to enhance the learning experiences of the USPS OIG community.
  • Oversees the administration of multiple courses per month, including pre-planning and coordination, onsite presence and troubleshooting, and follow-up evaluations.
Curriculum & Instructional Design
  • Conducts the research necessary to develop and revise training courses performing in-depth needs analysis, identify performance gaps and changes in work processes and procedures.
  • Works with OIG staff and experts to develop the design for a training curriculum using instructional design methodology focusing on innovative ways to deliver and deploy learning, incorporating creativity and flexibility through all phases of each project.
  • Consults with subject matter experts and stakeholders to ensure accuracy and usability of the targeted learning intervention and to determine the best learning solution for each training situation.
  • Facilitates the conversion of traditional training materials to alternate learning formats - computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means.
  • Plans, organizes, and conducts research on complex learning and professional development issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university and two years of specialized experience designing, developing, or facilitating training and development programs
OR
  • At least four years of specialized experience designing, developing, or facilitating training and development programs

DESIRABLE QUALIFICATIONS
  • Master's Degree in Leadership, Organization Development, Instructional Design, Adult Education, Public Policy or related subject matter highly desirable
  • United States Postal Service (USPS) operations, policies, or procedures experience highly desirable
  • Training or Talent Development certification highly desirable
  • Knowledge of Adult Learning theories and principles

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Ability to development and review training/course materials, aids, devices, et cetera, and evaluation of training results.
  • Demonstrate experience in leading group facilitation while delivering training materials via a variety of channels, including in-person classroom training and/or virtual training sessions to a decentralized audience.
  • Ability to conduct research necessary to develop and revise training courses performing in-depth needs analysis, identify performance gaps and changes in work processes and procedures.
  • Ability to facilitate the conversion of traditional training materials to alternate learning formats - computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means.
  • Demonstrated experience in Instructional Facilitation including the ability to: apply Experiential Learning and Adult Learning Principles; deliver content in a conversational yet articulate manner; manage time appropriately during a course; and maintain a logical flow for each lesson.
  • Demonstrated experience in organizing training course or group event logistics including organizing and maintaining materials and classroom or conference set-up.
  • Ability to communicate clearly, concisely, and effectively both orally and in writing with all levels within the OIG.
You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
