Duties

As a Management Analyst, you will:
  • Provide administrative and workforce management advice and assistance to managers, supervisors and employees. Manage and implement administrative programs and procedures for Housing personnel.
  • Write and disseminate administrative instructions, procedures and policies for all Housing employees relative to workforce management resources and administrative support, such as recruitment and staffing strategies; position management and position classification; time and attendance; payroll processing; training; performance and management; merit pay; SES; management employee relations, labor relations, and executive identification and development.
  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of workforce management initiatives and operations for which the incumbent has oversight responsibilities in meeting established goals and objectives.
  • Research, develop, and implement administrative instructions and procedures for use across Housing for workforce management, employee support, resources and administrative support.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience:

    Specialized experience is one year of experience at the GS-12 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

    - Providing support to an organization and high-level managers; such as recruitment and staffing strategies, time and attendance, payroll processing, merit pay, performance management, position management, or position classification; AND
    - Reviewing and making recommendations towards the development of new or existing program policies and procedures.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
