Duties

The Assistant Commissioner for Compensation Levels and Trends is responsible for the extensive economic and statistical research and analysis embraced within the Bureau's Compensation program. Participates with the Associate Commissioner to plan, develop, and direct the Bureau of Labor Statistics' programs of data collection, research, and analysis in the areas of occupational pay, benefits, employment cost trends and occupational requirements to meet public and private needs.

Serves as a member of the Bureau's executive staff, addressing agency-wide issues in a range of areas such as human resources strategy, innovation, organizational efficiency, and customer relations, among others.

Develops long-range programs to ensure data collected are meeting the needs of policy makers and officials.

Provides high-level management and technical expertise to the divisions with regard to technical standards, analyses, and interpretation of data and adherence to Bureau policy.

In conjunction with the Associate Commissioner and Commissioner of Labor Statistics, establishes policy on the Bureau of Labor Statistics' programs covering employee compensation.

Candidates will be evaluated based on their resume and their responses to the ECQs and MTQs. Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must address the MTQ's, but need not address the ECQs. In order to successfully complete the online application process you must input the term, "noncompetitive eligible" in the text boxes for each of the ECQs. You must submit a Standard Form 50 that documents your SES Career appointment or a copy of your OPM approved SES Candidate Development Program certificate.

Candidates must possess technical and management experience, and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

Qualifications

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQ's must not exceed 10 pages. Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the guide.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.

Mandatory Technical Qualifications

1. Demonstrated experience in managing large survey programs as demonstrated by work experience and major accomplishments.

2. Demonstrated ability to lead major organizational change in a challenging environment, including the ability to identify and achieve efficiencies in survey business processes, data collection and analysis, and in administrative processes.

3. Knowledge of economic theory and analysis, statistics, compensation trends, and the uses of economic data leading to publication.

Education

Basic Requirements:

This position has a Positive Education Requirement. Applicants must have one of the following:

Economist Series, 0110

A .Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1.economic statistics;
2.industrial surveys;
3.management of individual business enterprises, including farms;
4.industrial planning;
5.writing or editorial work in economic subjects; and
6.financial market analysis.

Mathematical Statistics Series, 1529

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

or

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience:

The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.

Statistics Series, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
