Duties

Administers the daily operations of the relocation program for transferring employees.

Counsels employees on the aspects of the home sale program options.

Provides authoritative and expert advice and guidance to employees regarding the current entitlements on reimbursement for Permanent Change of Station (PCS) moves.

Reviews and certifies for payment all relocation vouchers.

Establishes accounts receivable and bills employees for amounts paid on their behalf which exceed the authorized entitlements.

Formulates plans, systems and procedures necessary to improve efficiency and effectiveness of the relocation program.

Solves controversial and complex relocation issues.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this position.

OR

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:
  • Experience reviewing and certifying payments on relocation vouchers.
  • Experience working with the 41 CFR 301 and 302, Federal Travel Regulation, and Comptroller General Decisions as they relate to relocation.
  • Experience providing advice and guidance to employees on matters relevant to a Permanent Change of Station travel.
  • Experience gathering relevant data, facts, and information in making recommendations related to travel and relocation.

GS-12:
  • Experience in researching, interpreting, and applying federal travel and relocations laws, regulations and policies.
  • Experience in providing advice and guidance to employees in the area of employee relocation to include selling a home, transportation and storage of household goods, en-route travel, temporary quarters, and house hunting trips.
  • Experience in the coordination of relocation services between the employee, transportation company and relocation services contractor to ensure that the relocation progresses as required.
  • Experience in reviewing and certifying payments for relocation services. Determines if payments made on behalf of the employee, relocation services company, and transportation companies are within authorized entitlements.

Combination of Education and Experience:

GS-11 only: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS included in the bargaining unit.

The representative rate for this position is $98,818 per annum ($47.35 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
