Duties

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a PROGRAM ANALYST at the GS-0343-13/14 some of your typical work assignments may include:
  • Plans, develops, and executes complex analyses, generates comprehensive plans and reports, and provides expert advice, senior counsel and recommendations to SES and flag-level CBDP leadership concerning actions to meet DoD strategic planning and organizational performance reporting requirements and demonstrate mission effectiveness.
  • Manages a broad range of financial management, budgeting, statistical analysis, and reporting functions for the department.
  • Generates fiscal program build and spend plans to accomplish focused and cost-effective research and development efforts.
  • Provides authoritative analysis, advice and recommendations on funding and programmatic matters.
  • Researches, analyzes, evaluates, and reports on system-generated data, narrative information, and statistical data in order to develop written input for briefings, data calls, meetings and the like.
  • Analyzes programs from a wide range of perspectives to include resource adequacy and propriety; tracking and evaluation of program status; and use of performance metrics to identify potential financial management problem areas/trends.
  • Advises on status and availability of resources and the relationship to a changing mission.
  • Prioritizes, develops alternatives, and recommends redistribution or re-baselining of resources within established limitations to provide for new/emerging requirements.
  • Analyzes and evaluates proposals for additional mission requirements and/or contracting operations.

  • This is an Acquisition Workforce position in the Program Management career field.
  • The incumbent will be required to become certified at Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend beyond 24 months.
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2-year CLP period, with a goal of at least 40 annually.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.


Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service as listed below:
  • Extensive (5+ years) experience leading the establishment of business policies and processes, evaluating effectiveness, instituting continuing process improvements and directing operations regarding DoD research and development program planning, statistical and automated reporting, resource analysis and requirement determinations.
  • Extensive (5+ years) experience leading the establishment and implementation of metrics for measuring program and organizational performance, including data collection and generating performance reports.
  • Extensive experience analyzing performance shortfalls and recommending corrective action to senior managers.
  • Extensive (5+ years) experience planning, organizing and leading multi-functional, inter-organizational teams conducting analyses and evaluations, and negotiating effectively to resolve conflict and achieve consensus.
  • Extensive experience managing the cooperative efforts of personnel across organizational boundaries working towards a common goal.
  • Extensive (5+ years) experience managing changing program requirements to effectively and efficiently support a wide variety of technical activities, and advising on status and availability of resources and the relationship to changing mission trends.
  • Extensive experience prioritizing, developing alternatives, and recommending redistribution or re-baselining of resources within established limitations to provide for new/emerging requirements.
  • Extensive experience analyzing and evaluating proposals for additional mission requirements and/or contracting operations.
  • Extensive (5+ years) experience leading and managing a broad range of financial management, budgeting, statistical analysis, and automated reporting functions, including providing analysis, advice and recommendations on funding and programmatic matters.
  • Extensive experience generating, designing or developing new programs, procedures or policies geared toward accomplishing DoD and chemical biological defense objectives.
  • Extensive (5+ years) experience communicating both orally and in writing in order to convey technical issues in a programmatic arena to varying levels and background audiences.

You may qualify at the GS 13 , if you fulfill the following qualifications:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
