Duties

  • Analyzing productivity information and identifying production/productivity performance problems, influencing and developing options for problem resolution or enhanced production/productivity.
  • Leading any overall agency/center business process changes.
  • Designing and implementing systematic communication structure to ensure that policy/guidance/direction from CA/PPT senior management is conveyed.
  • Overseeing and leading management assessments for all passport entities.
  • Assisting Managing Director for Operations by developing metrics and analyzing statistical and qualitative data to assess field agency performance.

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • One year probationary period, unless excepted by regulation.
  • Must be able to obtain and maintain a Secret security clearance.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

GS-12 Level: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience assessing the effectiveness of an organization's programs;
  • Experience analyzing and defining data requirements; and
  • Experience establishing liaison within and outside one's organization.

There is no substitute of education for specialized experience for the GS-12 position.

GS-13 Level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience planning, coordinating, and assessing the effectiveness of an organization's programs, and making recommendations to improve operations;
  • Experience analyzing and defining data requirements, and developing applicable processes for utilizing the data;
  • Experience establishing and maintaining liaison within and outside one's organization; and
  • Experience applying qualitative and quantitative methods.

There is no substitute of education for specialized experience for the GS-13 position.
