Duties

The Payroll Process & Project Lead within the Financial Management Division (FMD) of TSA Chief Finance Office is a key member of the Finance team and will be responsible for evaluating the current "as-is" process and recommending innovative improvements for payroll related financial/accounting procedures, policies, and financial systems.
High level duties include:
  • Plan, organize, and lead payroll tiger team across organizational lines with a mission to evaluate and improve TSA's current payroll process/system.
  • Document and evaluate the current "as-is" payroll process.
  • Identify and recommend innovative improvements for payroll related financial/accounting procedures, policies, and financial systems.
  • Identify requirements for each improvement, develop a comprehensive project plan, assign responsible parties to take action.
  • Provide execution status and issue resolution advice to the FMD Director.
  • Serve as the key advisor to the FMD Director on the Financial Systems Modernization program related to payroll.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Skills to plan, organize, and direct payroll tiger team efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished in a timely manner.
  • Prior experience with deploying new processes and significant system enhancements as well as knowledge of financial management and payroll in the Federal sector.
  • Skill in presenting information in oral and/or written forms.
  • Ability to use initiative, judgment, and ingenuity in developing procedures and/or system enhancements.
  • Ability to lead a multi-organizational team in a fast-paced environment, and work independently with minimal oversight

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
