WMATA's Office of Civil and Structural Engineering (CVST) oversees civil engineering, environmental planning, structural engineering, and geomatics for WMATA assets and construction and maintenance projects throughout the system.

CVST is currently seeking qualified candidates for the position of Manager, Engineering Civil/Environmental, to provide technical support for ongoing activities. Technical areas of focus include traffic design, stormwater, environmental planning and remediation, concrete and asphalt design, and related matters. The manager will review and coordinate reviews of plans and submittals for compliance with the WMATA standards and guidelines, industry standards, and contractual documents. The manager will coordinate field activities, prepare reports documenting the visits, and provide technical recommendations. The manager will develop statements of work for implementation of small-scale construction efforts. The Manager, Engineering, Civil/Environmental will report to the Senior Program Manager (Civil and Environmental Engineering). Ideal candidates will have experience in design and construction of civil engineering projects.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Civil or Structural Engineering and at least six (6) years of extensive progressively responsible experience in engineering including some engineering management with emphasis on the practice of structural and civil engineering is required; or, an equivalent combination of education and experience may be acceptable.

License:

Registration as a Professional Engineer in one of the signatory jurisdictions of the WMATA Compact; i.e., the States of Maryland or Virginia or the District of Columbia is required.

Job Summary/Duties:

This is responsible professional engineering work of a difficult and complex nature. Reviews, evaluates, performs and coordinates designs, drawings and specifications for conformance to civil or structural engineering requirements. Approves for construction those documents covering all Civil Structural systems for Metrorail and Metrobus facilities. Has extensive latitude for exercising professional judgment and taking appropriate action with general guidelines provided by the Chief Engineer. Performance evaluation is based on review of completed work assignments, records and conferences.

Reviews civil and structural design, drawings, specifications and technical reports for projects under design and evaluates overall constructability and maintainability.

Performs in-house design projects, and prepares and reviews structural design modifications for existing rail and bus facilities as required.

Coordinates and reviews contractor submitted shop and working drawings, design calculations and computations, catalog cuts, and samples related to temporary structures, bridges, deckings, pavements, earth and rock support systems, tunnels, underpinning, various structural members, facility structural designs, layouts and alignment.

Conducts rigorous shop drawing reviews which include: details and calculations pertaining to stresses and forces in pre-stressed concrete structures; size, details and layout of structural/miscellaneous steel and reinforced concrete members and facilities; adequacy of materials, connections, welding certifications, test procedures and results, and catalog cuts.

Makes determinations as to conformance with codes and other established standards, guidelines and necessary coordination with affected other engineering disciplines.

Conducts thorough working drawing reviews which include examination of details and design calculations for support of excavation of open-cut earth and rock tunnels, cofferdams, suspension and support of utilities, bulkheads, deckings, bridges and underpinning of existing structures.

Serves as project engineer or coordinator of interdisciplinary engineering to deal with special engineering or construction problems and develops remedial solutions during operation and maintenance of existing rail and bus facilities.

Prepares or reviews feasibility studies, special reports, and investigations pertaining to civil and structural systems and subsystems, related user needs, and requirements. Prepares cost estimates as required.

Prepares thorough documentation to support problem statements that have to do with civil/structural systems and facilities.

Conducts periodic visits to active construction sites to investigate, conduct reviews and provide advice.

Participates, as required, in Substantial Completion Inspections, and other field site inspections or investigations related to Differing Site Conditions and other construction problems.

Stays abreast of state-of-the-art developments in the structural/civil engineering fields and applies those techniques and procedures to benefit the Authority's construction program, maintenance and reconstruction work.

Frequently visits rough construction sites and other typical construction work environment such as tunnels, deep shafts and cofferdams. Occasionally crouches in confined spaces or climbs ladders and scaffoldings to personally inspect problem areas. Lifts sets of full-size drawings weighing up to 50 pounds. Wears hard hat and other safety protective equipment or clothing as mandated or necessary.
