This is a non-status, non-permanent Personal Services Contract (PSC) position. This position does not provide competitive or excepted service status into the civil service.

This position is in the Office of Human Resources Management (HRM), Bureau of Diplomatic Security (DS), Department of State (DoS), Rosslyn, VA.

The incumbent serves as a Management Analyst in the DS Recruitment Office and will provide advice and assistance in the recruitment, examination, selection for DS Foreign Service positions.

This is a telework eligible position. 

Duties:

Conducts qualifications analysis to ensure candidates meet advertised qualification to move forward in the process to the qualifications evaluation panel that is responsible for rating and ranking of the overall application package to determine which qualified candidates will be invited to the written and oral assessments. Briefs successful applicants who passed the written and oral assessments and provides pre-employment information, explains procedural requirements for the security, medical, and suitability clearance processes.  Serves as the main point of contact for successful applicants who are going through the pre-employment process.  Tracks applicant statuses throughout the process and ensures prompt follow-up with candidates who have not submitted their security and medical clearance paperwork within the established timeframe.

Serves as the secondary reviewer and certifies applicant eQIP submissions and paperwork is properly completed prior to releasing to the Personnel Security and Suitability office.  For submissions that are not properly filled out, promptly notifies applicants and advises of the corrections needed to be completed.

Travel Required: 25% or less, domestic travel may be required.

Key Requirements:

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Secret security clearance.
  • Verification of employment eligibility in the United States is required.

Qualifications:

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

Applicants applying for the GS-11 grade level must meet one of the following requirements: 

A.

Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience tracking and working with applicants through the pre-employment process.

Experience managing employment processes for large amounts of applicants.

Experience planning and organizing assignments and meeting deadlines while working in a team environment.  

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement. Benefits:

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health premium costs that they incur during their period of performance. The program pays 72% of the insurance premium cost (to the maximum limits set by OPM annually) for self, self plus one, or self plus family. To be eligible for the PSC Health Insurance Reimbursement Program, the PSC must be included on the plan and NOT be enrolled in any other form of group plan such as a spousal plan or a retirement plan. This program does not cover Dental or Vision supplements.

EMPLOYMENT ELIGIBILITY VERIFICATION PROGRAM (E-Verify) – U.S. law requires organizations to employ only individuals who may legally work in the United States - either U.S. citizens, or foreign citizens who have the necessary authorization. This agency utilizes E-Verify to compare information from the Form I-9, Employment Eligibility Verification, to data from U.S. Department of Homeland Security (DHS) and Social Security Administration (SSA) records to confirm employment eligibility. Mandatory COVID-19 Vaccination for Federal Employees:

 As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Department of State, if after November 22. The Department of State will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
