Duties

This position is located in the Executive Office of the United States Attorney's Office, Resource Management and Planning, Budget Execution Staff. The Budget Analyst is responsible for financial management of the 94 U.S. Attorney's offices and the Executive Office which are treated in the aggregate for purposes of financial planning and management. The incumbent performs a variety of technical and analytical budgetary, financial management duties on assigned district offices and on assigned special activity areas. Typical work assignments will include:
  • Estimating U.S. Attorney expenses by program category and by object class.
  • Analyzing actual obligations as reported monthly by accounting office with estimates of funding distribution.
  • Arranging from adjustment to accounting reports or developing reprogramming notifications as appropriate.
  • Overseeing the maintenance of Executive Office obligation records and reconciling differences which arise between Executive Office records and accounting records.
  • Preparing comprehensive justifications of budget estimates for individual phases of operations by review and analysis of data submitted by the U.S. Attorney offices and through researching into and analyzing of previous expenditure data.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized experience: One full year of specialized experience equivalent to the GS-9 level.

Specialized experience is defined as gathering, extracting, reviewing, verifying, and consolidating a variety of financial information and statistical data in order to prepare preliminary operating plans and reliable financial status reports; cross-checking the accuracy and consistency of budget and program data in related budgetary plans, schedules, and reports; changing or recommending the adjustment of inconsistent totals, sub-totals, and individual's entries; comparing figures in current estimates of funding needs by budget category or object class with prior year expenditures and brings significant variations to the attention of the supervisor; and reviewing expenditure reports and identifying areas where cost savings may be affected.

Education: One of the following types of education in a related field (e.g., accounting or financial management, public administration, business administration, etc.): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

GS-12: To be eligible at the GS-12 level, you must meet one full year of specialized experience as defined below.

Specialized Experience: One full year of specialized experience equivalent to the GS-11 level.

Specialized Experience is defined as estimating expenses by program category and by object class in order to develop the program category distribution (i.e., according to various types of litigation), conducting periodic surveys of agency's offices to determine the proportion of staff resources devoted to each category; analyzing actual obligations as reported monthly by accounting office with estimates of funding distribution; preparing comprehensive justifications of budget estimates for individual phases of operations by review and analysis of data submitted by the agency's offices and through research into and analysis of previous expenditure data.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Education

Education completed in foreign colleges or universities may be used to meet the above education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to timely provide such evidence by submitting proof of creditability of education as evaluated by a credentialing agency with your application materials. Payment of relocation expenses will not be authorized.

A relocation incentive may be considered as appropriate based on qualifications.

Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the office's telework policy.
