Duties

Regulations DAD assists the AD and other senior leadership in the management of ORAP and the formulation, development, and implementation of DHS and ICE regulations, including economic analysis development and coordination with internal and external stakeholders.

As a Deputy Assistant Director of ORAP, you will be responsible for:
· Providing advice and counsel to the AD, and on behalf of the AD, to the Director and Deputy Director, on highly complex and sensitive policy issues
that span the entire depth breadth, and scope of ICE operations.
· Utilizing in-depth knowledge and awareness of ICE vision, strategy, mission, goals and program objectives in order to review policy, program and
regulatory issues.
· Working closely with the AD, Director's management team, and other DHS officials, to carry out the day-to-day development, implementation,
maintenance, analysis, and interpretation of proposed, new, revised, existing, or recommended legislation, regulations, and ICE-wide strategic policy.
· Serving as an agent of the ICE Director and other senior leadership in transmitting policy and regulatory directives and instructions to other ICE
offices and ensures that any policy and regulatory implementation issues are resolved or raised to leadership.
· Initiating and managing relationships with other Federal agencies and public officials.
· Exercising broad independent authority in overseeing and directing the day-to-day executive level management of the office. Work involves
continuous analysis and review of ICE programs and activities in their regulatory or policy portfolio through review of correspondence and reports
initiated by subordinate elements. Obtaining information and data from program managers, as needed. Evaluating program recommendations
submitted by subordinate elements in terms of their impact on broad program goals and directions.
· Through subordinate supervisors, directing staff of analysts and support personnel. Making decisions on work problems presented by subordinate
supervisors; interviewing candidates and making or approving selections for positions; hearing grievances and serious employee complaints, or those
not resolved at lower levels; reviewing serious disciplinary cases; consults with specialists on training needs; and deciding on training issues related
to the program.
· Fully supporting and implementing affirmative employment efforts with regard to all positions under his/her supervision.
· Overseeing and reviewing the expenditure of funds on a regular basis and recommending the effective expenditure of these funds, to include high
level of professional proficiency. Work involves the development and recommendations of strategies to mitigate threats and ensure the integrity of
data and compliance with all applicable laws, regulations, and policies.

Therefore, SES members, may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.

Drug Testing: This position has been identified as a Testing Designated Position under the ICE Applicant and Employee Drug Testing Program. Satisfactory completion of a drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Selective Service: If you are a male born after December 31, 1959 and selected for this position, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Qualifications

The application process used to recruit this position is the Traditional Method.

(1) BASIC QUALIFICATIONS:


As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees, developing policy and other executive functions. If your experience does not include these basic qualifications, you will not be determined qualified for this position.

(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):

The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1 -LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 -LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 -RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 -BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Current and former SES members and graduates of approved Candidate Development Programs do not need to submit ECQ narratives but you must clearly state your status in your resume. However, ALL CANDIDATES must submit narrative responses for the Technical Qualifications listed below.

(3) TECHNICAL QUALIFICATIONS - Mandatory


1. Demonstrate knowledge and experience with administrative law processes and procedures and the regulatory process.

2. Experience if overseeing policy and/or regulatory development to support law enforcement operations.

(4) Political Appointee Employee Verifications: "The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office."

Additional information

As required by Executive Order 14043, federal employees are required to be fully vaccinated against COVID-19. regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
