Duties

  • Execute a variety of budget and management programs in support of the Cyber Battalion staff elements and subordinate companies
  • Prepare annual budget estimates and spend plans that effectively integrate all available resources and ensure the unit?s priority missions are funded.
  • Manage, allocate, and execute multiple fiscal appropriations enabling unit operations, training, travel, civilian pay, and supply.
  • Manage the Government Travel Card and Government Purchase Card programs.
  • Provide recommendations to senior leaders on analysis of budget estimates and supporting data.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel is required approximately 15% of the time
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent is required to comply with all DoD and Dept of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one (1) year of experience at the GG-11 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as experience applying budget rules, regulations and procedures associated with budget formulation and execution, and experience with budget formulation, execution, financial reconciliations, and management of the Government Travel Card and Government Purchase Card programs.
