Duties

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.

Specific Duties

The incumbent carries out the following specific responsibilities :

1. Serves as the Chief of Staff to the Assistant Secretary - Policy, Management and Budget (AS-PMB) and as the principal management advisor for the immediate office and sub-offices by providing coordinated direction and leadership on the formulation and execution of goals, objectives, initiatives, and special projects.

2. Advises and participates with AS-PMB in the development and presentation of secretarial policies and programs in addition to overseeing the management and oversight for special projects and program-based initiatives.

3. Advises the AS-PMB on administrative matters and ensures the completion of all materials, such as written statements, briefing papers and background information for Departmental officials to present testimony to Congress and other senior officials, as well as, reviews and edits correspondence, briefing papers, and Congressional hearing transcripts for clarity and accuracy of policy on various national issues.

4. Liaises with senior officials across the Department to include the Immediate Office of the Secretary, the Office of Congressional and Legislative Affairs, the Office of Inspector General, the Office of the Executive Secretariat and the Office of the Solicitor, which requires frequent discussions related to policy formulation, program development, and administrative matters.

5. Represents the office in meetings with the Immediate Office of the Secretary, other Assistant Secretaries within the Department, Bureau Directors, other Federal agencies, State and local officials, and outside organizations.

Qualifications

Applicants who meet all the Mandatory Technical Qualifications (i.e., MTQ's) will be evaluated by a panel to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.   • The ability to integrate Secretarial and Administration goals and priorities into Departmental programs while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability.
  • The ability to explain and advocate policies and programs, orally and in writing, in a convincing manner to senior officials and groups internally and externally, and to develop an expansive professional network across the Department.
  • In-depth knowledge of Departmental policies, procedures and programs, and their interrelationships, to provide overall direction, implement policies, coordinate programs, and advise management.
  • In-depth knowledge of requirements, processes, and best practices that must be implemented at the Departmental level for top executive management to exercise appropriate oversight and to execute mission activities.
  • Ability to collaborate with senior department and bureau leaders to provide guidance/counsel to top executive management of an agency/organization with respect to policy/program/management issues and to coordinate with counterpart authorities with related responsibilities in other organizations


  • Education

    There is no positive education requirement for this position.

    Additional information

    The applicant selected for this position will be required to file a Financial Disclosure Report, SF-278, and the supplemental form, Confidential Statement of Employment and Financial Interest, DI-278. All forms must be filed within 30 days after the selection for this position.

    The sensitivity level of the position requires completion of a successful background investigation of the selectee. Prior to appointment, applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.
