Duties

  • Serves as an advisor to senior leadership on the potential benefits and uses of digital communications to support the agency's strategic communications objectives, and the effectiveness of digital communication programs.
  • Develops and implements the digital content strategy to advance the agency's broader communications goals.
  • Oversees workflow of a digital team, including content developers, user experience professionals, visual designers, technical staff and contractors, ensuring clarity, quality, and consistency of web pages and social media channels.
  • Collaborates with design partners to develop new web pages and content, including layout and wire framing, and delivers enhanced, optimized templates.
  • Defines requirements for existing and new applications and/or websites. Collaborates and confers with program areas to identify, develop, analyze and evaluate new content/formats for digital channels.
  • Establishes and enforces design standards for web content and public-facing applications, ensuring the agency's brand and voice are consistent across all web properties and comply with all applicable Federal standards, policies, and conventions.
  • Collaborates with senior information technology staff to systemically review web platforms, systems as services, and other technology to improve functionality of the agency's websites.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience developing and managing an enterprise-wide digital technology program that includes managing web development and design, editorial, information architecture, data transparency, social media and digital technologies; and leading a team of technical and content experts, ensuring best practices for content accessibility and usability for an organization.
