Duties

  • Assigns responsibility for and reviews the activities of attorneys representing the Commission in defensive litigation and administrative hearings in matters which impact on the Commission's internal procedures and operations.
  • Works in collaboration with assigned U.S. Attorney offices to defend the Commission in federal district court matters.
  • Assigns responsibility for and reviews the activities of attorneys representing the Commission on matters submitted for arbitration with the Union and investigations undertaken by the Office of Special Counsel.
  • Works in collaboration with the Office of the Chief Human Capital Officer on unfair labor complaints and other employee-labor issues.
  • Plans and implements the unit?s long-range and short-term litigation activities, to conform with the annual objectives of the Office of the General Counsel.
  • Meets with high level officials of the Commission, including the Chair and Chief Operating Officer; other Federal agencies; congressional staff; and notable members of the private bar, regarding complex or sensitive legal matters.
  • Furnishes legal advice regarding the application of restrictions and limitations contained in authorization and appropriation acts, and related legislation as they affect the Division.
  • Assigns responsibility for preparation of, and reviews legal memoranda, and correspondence on major legal issues for use by the Commissioners, members of the Congress, and members of the public.
  • Regularly interacts with high level Agency officials, managers and supervisors to build effective lines of communication.
  • Provides advice and guidance on federal personnel law issues to ensure that Agency policies are being properly and uniformly applied.

  • Must have a current Bar License in Good Standing.

Qualifications

GS-15: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the Bar, and have 4 years of professional legal experience with at least one year being equivalent to the GS-14 level.

Professional legal education above the first professional law degree may be substituted for experience required as follows: (a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Relocation expenses will not be paid.
