Duties

Due to the current events surrounding COVID-19, telework will be mandatory.

As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before onboarding with EXIM. Duties consists of the below but are not limited to:
Consulting and coaching - 55%:
  • Provide guidance to managers on leadership development, talent management, organization alignment, culture and employee engagement.
  • Utilize breadth and depth of HR experience, business acumen, organizational knowledge, and analytics to implement and evaluate the effectiveness and efficiencies of HR programs and processes; makes recommendations for strategic changes that support EXIMs and OHCs priorities and goals.
  • Offer day-to-day coaching to leadership on a variety of areas including policy/ regulation interpretation and application, and talent management and development.
  • Serve as the human resources point of contact for employees in assigned organizations to provide policy direction, problem resolution, and coaching
  • Establish and foster effective working relationships and strong business partnerships. Regularly participate in office and team meetings with assigned organizations.

Collaboration with HR colleagues - 25%:
  • Provide input into HR programs, initiatives, and service delivery strategy based on business needs and advise on and support the deployment and delivery of HR initiatives.
  • Evaluate patterns and trends to provide proactive insight and solutions for development and training.
  • Lead and participate in special projects and HR initiatives as assigned.
  • Identify opportunities for improving service delivery methods and procedures.

Training and facilitation - 20%:
  • Identify training needs for organizations and individual executive coaching needs. Propose solutions to the Chief Learning Offer to address these needs.
  • Manage, facilitate and oversee new hire orientation key briefing sessions in collaboration with HR colleagues.
Responds to the needs and requests of EXIM management and staff in a professional and expedient manner; Adheres to all EXIM policies and procedures.

Conditions of Employment

  • Must be a current permanent Federal employee with a current background and security/ suitability investigation
  • Must have supervisory approval to apply to the EXIM Assignment
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • COVID-19: All Federal Employees must be fully vaccinated. Proof of vaccination will be required.

Qualifications

To qualify for the GS-13 or GS-14, candidates must possess the below:
  • 5 + years of experience in a progressively responsible Human Resources Generalist or Business Partner role.
  • Working knowledge of human resources policies, practices, and tools.
  • Demonstrated familiarity and knowledge of Federal and State employment laws and regulations.
  • Strong consultation and problem-solving skills; effective communication and presentation skills.
  • Time management and organizational skills necessary to multi-task and prioritize workload.
  • Prior consulting experience is a plus.
  • Proven ability to effectively coach and mentor employees and leaders through complex issues.
  • Exceptional interpersonal and communication skills, including ability to effectively make presentations and facilitate workshops.
  • Ability to thrive in a rapidly changing environment and learn the unique business needs of assigned organizations.
  • Strong business acumen, project management skills, and demonstrated credibility as a trusted advisor and confidant to management.
  • Excellent computer skills with proficiency in Microsoft Word, Excel, and Outlook
  • Proven ability to exercise sound judgement, tact and discretion with dealing with sensitive and confidential information
  • Ability to work independently with initiative and discretion.
  • Strong analytical and problem-solving skills with the ability to identify and recommend creative solutions.
  • Ability to collaborate effectively with a variety of stakeholders.
  • Prior and/or current USA Staffing/USA Jobs/USA Portal, etc. is a plus.
