Duties

The Director, Office of Audit Relations and Program Improvement provides an array of cross-cutting leadership and audit services for modal and Secretarial offices in a fast-paced and deadline driven environment, including the following:

• Oversees all interactions with the Government Accountability Office (GAO) and with the Office of Inspector General (OIG). Provides oversight for all audit matters. Conducts analyses and evaluations and makes recommendations on issues which impact interrelated organizations and have a strong impact on the efficiency and effectiveness of key departmental programs, policies and operations.
• Assists the Assistant Secretary for Administration and Deputy Assistant Secretary for Administration by advising on the formulation of highly complex and sensitive plans,
policies, operations and initiatives in DOT. Advises on major administrative and policy issues, program and process improvement matters, and DOT management challenges.
• Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Advises on the benefits of automation to improve the efficiency of administrative support or program operations.
• Researches best practices for application to agency programs or operations. Develops plans, procedures, and methodology to apply best practices to specific programs.
• Facilitates communication and coordinates between OIG and GAO and OAs. Consults with senior executives, managers and program staff on significant audit issues. Negotiates alternative audit actions and strategies. Oversees the drafting of responses to audit reports.
• Spearheads actions to resolve outstanding audit recommendations and analyses recommendation data provided throughout the Department

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TESTING: Position requires a Pre-employment and random Drug testing.
  • SECRET CLEARANCE: Secret clearance is required to be obtained and maintained.


Qualifications

To meet the minimum qualifications for this position, you must meet the following experience requirements and ensure that this experience is well described in your resume:

To qualify for this position, you must have at least one (or more) years of equal or equivalent:
  • Experience (at the GS-15 grade level or equivalent) managing a Departmental/Organizational or similarly sized audit program to include significant collaboration and coordination with other internal and/or external accountability divisions, offices or organizations?
  • Experience in process improvement, strategic planning, project management, and change management techniques.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
  • Audit Reporting - Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation).
  • Auditing - Knowledge of generally accepted auditing standards and procedures for conducting
    financial and compliance, economy and efficiency, and program audits.
