Duties

As a PROGRAM ANALYST (OPERATION AND INTEGRATION) at the GS-0343-13 some of your typical work assignments may include:
  • Conducts in-depth evaluation and analysis of Security and Counterintelligence (OI-MSC) resource management programs having Agency-wide impact.
  • Accomplishes reviews and evaluations, to include contract and budget actions, with responsibility to assess, propose alternatives, and develop effective performance metrics.
  • Supports Security and Counterintelligence decision-making sessions and staff meetings with Agency senior management officials and provides recommendations, and comments on the development, coordination, implementation, and monitoring of OI-MSC programs.
  • Conducts thorough review and coordination of reports, correspondence, plans, audits, etc., to include contracting and budget issues, and ensures that regulations and procedures of higher authority are followed and that a sound Security and Counterintelligence resources management program is planned to meet continually changing requirements of the Agency.
  • Identifies, analyzes, and recommends methods to improve Security and Counterintelligence programs' performance for efficiency, effectiveness, quality and reduce the cost of doing business.
  • Conducts studies to identify negative trends or critical issues related to Security and Counterintelligence processes and programs and brings these to the attention of the Chief, Security and Counterintelligence and develops and presents solutions to improve operations.
  • Examines strategies, processes, and resources for improving organizational performance or business process engineering efforts, taking into consideration the potential contribution of new and emerging technologies and trends.
  • Identifies specific requirements for resources (funding, personnel, materials, and infrastructure) needed to support Security and Counterintelligence.
  • Performs as a direct and independent liaison with resource management personnel, both within DTRA and with outside agencies to manage various funding streams.
  • Develops and manages the Security and Counterintelligence budget in compliance with the DoD PPBS and Intelligence Program Budget Submissions (IPBS) processes and DTRA guidance with minimal direction from Chief, Security and Counterintelligence.
  • Responds to taskers from DTRA, the Defense Intelligence Resource Management Office (DIRMO), and Office of National Director of Intelligence (ODNI) regarding expected accomplishments and performance standards from the for congressional authorization of Agency and fenced budgets.
  • Maintains certification in the Integrated Resource Management Information System (iRMIS) to make adjustments to DTRA's FCIP program resources as needed to meet changes in mission requirements.
  • Prepares documentation for the provision of Security and Counterintelligence funds, to include both mission and fenced funding to support supplies and services; and for the maintenance of funding levels on government purchase cards.
  • Analyzes and forecasts contract and budgetary estimates for Security and Counterintelligence activities for accuracy, adequacy of supporting mission requirements, and conformance with fiscal policies and guidelines.
  • Prepares, submits, and defends requirements for necessary manpower, budget, training, facilities and logistical support for Security and Counterintelligence for implementation and integration of new and evolving methods, processes, and technology.
  • Provides guidance and advisory service to Security and Counterintelligence personnel on acquisition efforts.
  • Completes all training requirements to maintain COR certification and Defense Acquisition Workforce Improvement Act (DAWIA) level-III certification.
  • Maintains knowledge of the Federal Acquisition Regulation (FAR) and DTRA's acquisition program. Prepares Contract Performance Assessment Reports (CPARS) for all contracts providing an accurate evaluation of the contractor's performance.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Serving as a Contracting Officers Representative on acquisition actions.
  • Reviewing contracting and budget issues to ensure they agency meets the continually changing requirements.
  • Preparing Contract Performance Assessment Reports (CPARS) for all contracts providing an accurate evaluation of the contractor's performance.
  • Developing and managing program budgets in compliance with regulations such as the DoD PPBS and Intelligence Program Budget Submissions (IPBS) processes, the Defense Intelligence Resource Management Office (DIRMO), Office of National Director of Intelligence (ODNI) and the Federal Acquisition Regulation (FAR).


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:
Must be able to obtain and maintain a TS/SCI security clearance.

Within 24 months of employment, must complete all training requirements to obtain COR certification and Defense Acquisition Workforce Improvement Act (DAWIA) level-III certification in any career field and maintain certifications thereafter.
