Duties

As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
  • Plans, prepares and conducts counterintelligence and force protection briefings for DTRA personnel going on and returning from foreign travel.
  • Applies knowledge of foreign intelligence and security services (FISS) operations and terrorist modus operandi in formulating briefings and providing recommendations to travelers and senior department officials deploying overseas.
  • Responsible for keeping abreast of significant developments and insuring top level agency officials are briefed or otherwise kept apprised of developments which could impact the agency's mission, planning or personnel.
  • Provides counterintelligence support to arms control treaty missions and activities.
  • Identifies trends and provides predictive assessments of future behavior of foreign inspectors and escorts during the performance of arms control inspection activities.
  • Provides advice, assistance and training to local site escorts in preparation for arms control inspections.
  • Recommends various countermeasures in an effort to mitigate and counter collection efforts of foreign inspectors during the conduct of arms control activities.
  • Conducts research and analysis on matters of counterintelligence or force protection concern.
  • Identifies trends and conducts analysis on counterintelligence threats and vulnerabilities. Periodically conducts counterintelligence and force protection assessments of DTRA and DoD facilities and programs worldwide.
  • Provides advice and recommendations, as needed, in order to enhance security measures and protect critical information.
  • Establishes and conducts regular liaison with members of the law enforcement and intelligence communities to facilitate the exchange of information and maintain contacts required to support the mission.
  • Represents DTRA and further participates in inter and intra-agency conferences and symposiums. Performs other duties as assigned.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Experience providing counterintelligence functional services support to arms control (New Start Treaty/Chemical Weapons Convention), CBRN teams, and Research Development and Acquisitions (RDA).
  • Experience establishing and conducting as a regular liaison with members of the law enforcement and intelligence communities.
  • Experience with foreign intelligence and security services (FISS) operations and terrorist modus operandi in formulating briefings and providing recommendations to travelers and senior department officials deploying overseas.

  • Specifically you will be evaluated on the following competencies:

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
    In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.

    Other Notes:
    Must be able to obtain and maintain a TOP SECRET w/SCI security clearance.

    Must be a certified graduate from DCAC or Service School as a Counterintelligence Special Agent in order to possess DTRA CI Badge and Credentials.

    Must consent to and pass pre-employment drug testing and periodic drug testing thereafter.

    Overtime/compensatory time may be required to accommodate operational needs of the organization.

    May be required to submit to a random or directed counterintelligence scope polygraph as a condition of access, employment, assignment, or detail to specified programs or operations in accordance with DoD 5210.48-R (C1.1.5).

    Operational travel both CONUS and OCONUS may be required for 15% of duty time.

    Applicants selected from this announcement may be required to serve a two-year trial period.

    If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.

    If selected, non-DCIPS candidates must acknowledge in writing that the position they have been selected for is in the excepted service and covered by DCIPS.
