Duties

  • Plans and conducts all investigations of cases involving allegations of prohibited personnel practices (PPPs), Title VII employment discrimination practices, unfair labor practices (ULPs), as well as labor representation petitions, and requests to the PAB for Stays of personnel actions.
  • Plans and assigns litigation and prosecution cases to PAB/OGC attorneys. This responsibility requires the evaluation of the complexity of legal and factual issues involved in each case, as well as knowing the relationship of each case to other cases previously litigated or currently in litigation before the PAB.
  • Reviews the briefs and other legal proceedings prepared in connection with the PAB/OGC's litigation and prosecution for conformance to policy, general effectiveness, adequacy, and soundness of presentation.
  • Reviews Petitions for Review and appellate briefs prepared in connection with appellate proceedings before the PAB for conformance to policy, general effectiveness, adequacy, and soundness of presentation.
  • Reviews draft recommendations and Statements of Investigation by staff attorneys, and makes the final determination whether reasonable grounds exist to believe that employee rights have been violated.
  • Prepares periodic reports to the Board, including year-end activity reports, which ultimately are submitted to Congress.
  • Provides informal advice to GAO employees, and participates in PAB outreach programs to inform GAO employees of their rights as defined in the laws within the PAB's jurisdiction.
  • Manages all administrative and personnel matters of the PAB/OGC and attends meetings with the PAB's Chair and Executive Director to develop plans and programs which will provide for effective and efficient management and utilization of personnel and funds.
  • Advises and consults with the Chair with respect to the enforcement or defense of PAB orders in federal courts.

  • You must be a United States citizen.
  • You must complete a background investigation.
  • You must submit a financial disclosure report.
  • You must be registered with the Selective Service, as applicable.
  • You must complete a 1-year Senior Executive Service (SES) probationary period unless you've already completed one.
  • You must be an active member in good standing of a bar of a state or territory of the United States or the District of Columbia. You must maintain this licensure while in this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are a federal employee, the level of experience we are looking for is typically gained in a GS-14, GS-15, or equivalent-level position.

Professional/Technical qualifications (PTQs)
  • The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
  • The technical qualifications for this position are:
    • Experience providing counsel to career and political senior officials on employment law matters.
    • Experience communicating novel or complex legal and technical federal employment law matters through written products.
    • Experience representing clients before federal or administrative tribunals such as the Personnel Appeals Board, Merit Systems Protection Board, or Equal Employment Opportunity Commission.

Education

You must meet the education requirements by 11:59 PM (ET) on the closing date of the announcement.

You must have:
- A Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).
