Duties

  • Serves as the primary technical and policy advisor to the CFO, providing leadership and management on all matters relating to financial management, financial strategic planning, policy and systems development and implementation;
  • Ensures that financial systems development initiatives adhere to financial management objectives and policies established by OPM, as well as those emanating from external sources such as Congress, OMB, GAO, and Department of the Treasury;
  • Promotes assessment, development, implementation, maintenance and evaluation of financial management policy and systems consistent with OPM policy, goals and objectives and conform to existing laws, regulations, and approved principles and standards;
  • Assures the formulation and establishment of strategic long-range and short-range financial management planning for Agency's financial management functions;
  • Reviews the consolidated financial statements and works with the Inspector General and other auditors to improve the statements' independent review and auditability;
  • Provides leadership for the development of useful financial and program performance standards, measures, and workload indicators for inclusion in financial systems, reports, and statements and in other management information systems.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and one Technical Qualification, listed below.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATION:
1. Demonstrated ability and experience in accounting, budget execution, financial management analysis, systems development, and not less than six years practical experience in financial management at a federal agency, or at the consolidated financial reporting levels of state government or at the consolidated financial reporting level of a large multinational corporation (mandatory per CFO Act, Section 903[b]).

Education

The applicant must meet the positive education requirement (and must submit a copy of their transcript) for the 0505 series as specified in the OPM Qualifications Manual at the following web address: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/financial-management-series-0505/
  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
    • Salary for Senior Executive Service positions varies depending on qualifications.
    • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
    • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
    • Veteran's Preference does not apply to the Senior Executive Service.
