Duties

At the full performance level, the Marine Industrial Management Specialist:
  • Serves as a technical expert and primary point of contact for obsolete NDRF ship disposal initiatives and projects involving Office policies.
  • Performs routine administrative functions, oversight and contract compliance assessments of environmental and contractor worker safety and health requirements associated with ship disposal.
  • Conducts independent studies and investigations of the effectiveness and efficiency of management and program policies related to SDP operations from a problem solving and quality assurance perspective.
  • Participates in the preparation of policies and procedures developed to maximize standardization in the operation, administration, and management of the SDP.
  • Provides staff assistance and support to the office and region organizations involving all SDP initiatives and matters related to special conditions or problem areas, which could benefit from staff involvement.
  • Clearly express ideas verbally and in writing in the preparation of technical reports, correspondence, briefings, and training.
  • Is responsible for conducting a variety of technical, productivity surveys, inspections, and assessments of marine industrial facilities involved in vessel disposal agreements or procurement actions by the Maritime Administration.
  • Leads the conduct of various surveys and inspection of ship dismantlement/ recycling, shipyard and other marine industry contractors to determine capability as it relates to pre-qualification programs, capability/capacity and ability to perform specific solicitation requirements related to pre-award surveys.
  • Serves as Contracting Officer's Representative (COR) with limited purchase authority, responsible for monitoring financial expenditures for assigned programs through the issuance and review of work orders and approval of invoices pertaining to ship disposal contracts.

The ideal candidate should be a professional with strong levels of analytical responsibilities for marine industrial facility production methods, planning and scheduling processes, cost estimating and negotiating, and experience with contract administration.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
  • Experience with marine engineering principles, methods, techniques, and equipment sufficient to advise on ship construction/repair and ship dismantling/recycling.


To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience with marine engineering principles, methods, techniques, and equipment sufficient to advise on ship construction/repair and ship dismantling/recycling.
  • Experience with ship work and industrial project management methods including planning, scheduling, and progressing sufficient to perform resource loading and leveling, and time impact analysis.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
  • Experience with ship work and industrial project management methods including planning, scheduling, and progressing sufficient to perform resource loading and leveling, and time impact analysis.
  • Experience in the application of industrial worker safety and health standards, and shipboard hazardous materials and handling/disposal standards.

You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Project management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Safety Engineering- Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
  • Communication and media- Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
