Duties

  • Reconciles the most difficult and highly complex financial discrepancies and issues that are not subject to standard accounting methods and techniques and that have broad impact and consequences throughout the Census Bureau.
  • Analyzes, tracks, resolves, and/or reports any deficiencies and material weaknesses. Identifies internal control weaknesses, communicates to management, and takes a lead role in making remedial changes to tighten and enhance controls.
  • Researches, analyzes, and processes summary level financial information (e.g., trial balance data) to ensure completeness and accuracy of financial statements and other financial accounting reports.
  • Communicates clearly and concisely to accounting and other non-accounting stakeholders to provide information, advice, and guidance, and interpret regulations.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

Applicants must meet all qualification requirements by the closing date of this announcement.

A probationary period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses will not be paid.

Qualifications

Minimum Education Requirement:

1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

Specialized Experience:

For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal services. Experience for this position includes performing a variety of routine accounting assignments, to include, interpreting and applying accounting laws, policies and procedures; examining accounting documents for proper classification and authorization; performing reconciliations; entering and processing data into various accounts and the general ledger; closing entries; preparing monthly trial balances and financial reports, drafting policies or standard operating procedures, formulating a variety of financial reports and/or providing accounting information and guidance to program officials.

Education cannot be substituted for experience at this grade level.

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Independently utilize financial systems to analyze and classify financial events; interpreting financial regulations and applying the necessary tools to implement applicable regulations; independently interpret financial data and determining the appropriate course of action to ensure compliance with regulatory guidance; provide solutions and recommendations in response to corrective action plans associated with audit findings and internal controls; providing advice on unusual and difficult operational problems and issues; and produce a variety of financial statements and reports using in-depth knowledge of and skill in applying accounting theories, concepts, principles and standards.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
