Duties

The Program Analyst leads and coordinates support for the planning, formulation, development, implementation, and execution of human capital and workforce planning programs, projects, and initiatives under the minimal direction of the manager or executive. Serves as a principle specialist to develop new and innovative approaches, methodologies, and/or techniques for defining and directing challenging projects/programs/activities.

Possesses knowledge of administrative and human capital principles to serve as a liaison for F+ES headquarters to provide advice and guidance to senior level management and workforce on the application of administrative and business policies and programs, along with human capital services. Identifies and resolves complex workforce issues and challenges that may cross organizational boundaries. Ensures internal workforce polices are in compliance with Federal laws, rules, regulations and procedures; and verifies that processes are applied consistently across Directorate. Leads and/or participates on ad hoc teams and work groups, as directed. Serves as functional area representative for review and coordination of administrative and workforce policies, directives, and Standard Operating Procedures (SOPs).

Applies expert knowledge of agency programs and activities, management principles and processes, and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Conducts organizational studies and evaluations for the preparation of internal procedures to assist management in operating more efficiently and effectively. Reviews and interprets policy directives, instructions, regulations and determines the impact on the organization, management, program and operating plans, policies, objectives, work operations, and desired outcomes. Analyzes and evaluates administrative and resources programs and procedures internal to the organization for effectiveness and efficiency and develops new and innovative solutions for process improvements. Draws conclusions based on relevant facts for developing approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Typical assignments may include: Providing guidance to less-experienced professionals on the Management Staff; recommending solutions to complex problems; predicting potential issues and proposing preventive actions; and recommending improvements to systems and/or processes to improve operational efficiency. Serves as a subject matter expert on a variety of administrative and human capital programs within the organization, including resource management, workforce planning, awards coordinator, performance management, and various other key initiatives. Defines and develops internal polices and procedures.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Defines, measures, tracks and reports metrics for key workforce and administrative areas; and identifying deficiencies, gaps, or areas in need of improvement to meet customer needs. Uses qualitative and quantitative analysis methods to assess progress toward agency, organization and program goals and objectives. Develops and recommends approaches to stay within established time-frames and deadlines, and ensures compliance with guidelines and procedures. Acquires and allocates resources to accomplish administrative and human capital program and initiatives within established schedules and budgetary requirements.

Qualifications

All applicants must demonstrate one year (52 weeks) of professional specialized experience equivalent to the next lower grade level (GS/FG-13 or FV-I to qualify for the FV-J pay band) in the Federal government.

One year of specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or directly related to the work of the position to be filled. To be creditable, Specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.

SPECIALIZED experience for this position includes but is not limited to:

Experience analyzing and evaluating administrative and human capital programs to identify issues and recommending process improvements.

Experience conducting organizational studies and evaluations to assist more experienced specialist in developing internal procedures.
