Duties

  • You will plan program line work on both a short and long range basis, considering personnel available and their particular capabilities, and types of work effort.
  • You will determines priority of work assignments to best utilize the capabilities of subordinates to meet deadlines and to accomplish task in the most efficient manner.
  • You will participates in planning conferences to discuss sequential interfacing of work.
  • You will serve as a technical expert in the implementation of the Navy?s Environmental Restoration Program.
  • You will ensure timely execution of Environmental Restoration projects.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Facilities Engineering Career Field Level II. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Incumbent shall be forty (40) hour Hazwoper certified.
  • You will be required to successfully complete a pre-appointment physical examination.


Qualifications

This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Professional Geologist (PG) in any state, District of Columbia, Guam or Puerto Rico. Note - if you claim to meet this requirement, you MUST provide a copy of your current registration with your application.

In addition to the Basic Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying concepts, principles and practices to serve as the Navy's technical representative for environmental restoration issues; 2) Interpreting laws, regulations, and policies of the National Contingency Plan (NCP), Resource Conservation and Recovery Act (RCRA) of Environmental Restoration guidelines to effect business decisions, quality assurance and project execution; 3) Developing and maintaining project criteria, schedules, and budgets in conformance with projects, customer requirements, policies and guidance; 4) Preparing scopes of work, government estimates, conduct contract negotiations, and manage contract task orders; 5) Reviewing and providing comments on contractor's technical reports and work plans to ensure high quality deliverables are provided.

Education

Applicants for the Professional Engineering (0819) Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Geologist (1350) Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

Combination of education and experience -- course work as shown above, plus appropriate experience or additional education.

Physical Demands: The work is primarily sedentary but occasionally requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities: recurring lifting of moderately heavy items.

Work Environment: At least 10% of the employee's time is required in fieldwork, the remainder in a professional office environment. Some travel may be required to other professional offices such as Navy installations, state regulatory agencies, EPA, offices, and consultant offices. Field visits to industrial areas within Navy installations may be conducted, and field work may involve irregular exposure to hazardous materials/wastes with both known and unknown characteristics of toxicity, explosiveness, irritation, heat generation, etc. Incumbent must be capable physically, psychologically, and medically of wearing and knowledgeable in the use of all types of protective clothing and gear (including air packs and respirators) in accordance with standard industrial/hygiene/safety procedures.
