Duties

  • Work with a variety of internal and external customers (Federal, State, Local and private industry).
  • Manage projects and engage staff and stakeholders using project management skills.
  • Develop and implement data collection plans, processes, and strategies according to the survey sponsor's requirements
  • Access, analyze, and review statistical data, programs, and training materials.

Requirements:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

A probationary period may be required.

A supervisory probation period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Relocation expenses will be paid.

Qualifications

Minimum Education Requirement:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

  • AND

    Specialized Experience: For GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal services. Experience for this position includes work communicating, coordinating, coalition building, and applying statistical theories and analytical/evaluative techniques to plan, manage, and coordinate surveys/programs. Experience drawing rational inferences based on statistical data and preparing comprehensive reports.

    Education: Education cannot be substituted for experience

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
