As a Supervisory Management and Program Analyst, GS-0343-14, you will be responsible for:
• The incumbent serves as a Leader, supervising the work of a group in the office of State and Grantee Relations (SGR). He/she will analyze and advise management on the evaluation of the effectiveness of grant programs, operations and/or the productivity and efficiency of management.
• The incumbent has responsibility for regular reporting of group direction and operation to the Program Director. Directs preparation of memoranda, briefing papers, and policy papers for the Directors as appropriate.
• Provides leadership to staff members who are involved in the implementation of group activities and goals. Ensures that Program and OESE policy objectives have been achieved. Assures compliance with applicable statutes, regulations, and policy. Briefs the Program Director on problems encountered that adversely affect the administration of Program office's activities and provides recommendations specifying options and proposed solutions.
• The incumbent reviews, and recommends regulations, policies, and procedures for administering the Program responsibilities. Conducts continuing appraisal of program operations and recommends priorities to the Program Director for the accomplishment of program goals. Ensures that the Program Director is aware of broad and specific group issues, significant group changes and potentially controversial matters. Briefs the Program Director on problems encountered that adversely affect the administration of activities within the Group/Program office and provides recommendations specifying actions and recommending solutions
• Provides data and information in support of program decisions and for responses to Government Accountability Office, Office of Management and Budget, Office of Inspector General and other external partners, and Congress. Also makes recommendations to the Director for planning allocation of Salaries & Expense funds which includes the review and approval of travel, overtime, supplies, and printing funds. As necessary, presents speeches and workshops to education officials at national, regional, and local meetings, and conferences of governmental and private organizations to explain Program office requirements, procedures, and policies.

Condition of Employment:

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience supervising/leading a staff in developing policies, establishing priorities, and implementing procedures related to the management of grant programs that impact elementary and secondary education programs at the Federal, state, and/or local levels.
2. Experience in analyzing organizational performance reports to improve agency policies, operating procedures, and program objectives to make recommendations to stakeholders.
3. Experience supervising/leading, advising, and coordinating senior leaders in a school, district, or state educational agency setting on K-12 education theories, principles and practices and the roles of the federal, state, and local governments sufficient to plan, evaluate, and advise on funded educational programs, their requirements, and problems.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Ability to monitor the technical and administrative performance of others, and address conduct and performance issues, as necessary.
2. Skill to plan, organize, and direct team studies / work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Principle Office Component resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
3. Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs at a level to serve as an expert in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is not included in the bargaining unit.
