Duties

As Supervisory Human Resources Specialist assigned to the Human Capital Foreign Service Team, you will:
  • Serve as subject matter expert for the management and administration of OIG's Foreign Service (FS) and Cooperating Country Nationals (CCN) Personnel Service Contractors (PSC) programs/projects.
  • Provide expert level advice, guidance, and support to the HC Director on key mission-critical Foreign Service related issues and initiatives.
  • Manage and support the assessment of the FS programs, organizational needs; and the design, implementation and evaluation of its policies.
  • Serve as advisor to the HC Director/OIG senior leadership on matters relating to federal laws of major significance, which substantially impact the personnel administration of foreign service officers' programs of the OIG.
  • Participate in/lead the development and implementation of FS human resources policies, programs, and initiatives.
  • Analyze and provide guidance and assistance in executing HC solutions; serve as a thought-partner to stakeholders and customers; quickly analyze problems and impediments and offers options/solutions.
  • Balance priorities and align FS team expertise and resources to effectively respond to new or anticipated requirements.
  • Guide and manage OIG foreign service boards (FS Assignment Board, FS Tenure Boards and FS Promotion Boards).

  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed.
  • You will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before onboarding with the agency, if after November 22.
  • Designated and/or random drug testing required


Qualifications

Specialized Experience:
GS-14: You MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying Specialized experience is defined as: (1) advising on the management and administration of the Foreign Service (FS) and/or Cooperating Country Nationals (CCN) Personnel Service Contractors (PSC) employment and recruitment program functions(e.g., assignments, deployments, etc.).(2) participating in/or leading the development and implementation of FS human resources policies, programs, and initiatives; and (3) providing guidance on the process of foreign service boards (FS Assignment Board, FS Tenure Boards and FS Promotion Boards); and (4) counseling and advising FS employees regarding benefits, allowances, and entitlements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent..

A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

This position does not have a positive education requirement, therefore, transcripts are not required.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
