Duties

Major Duties:
- Utilizes, maintains and applies expert, current and comprehensive knowledge of the Federal Records Act and National Archives and Records Administration (NARA) regulations records Management legislation, and implementation requirements and VA specific records management requirements.
- Coordinate VHA Records Management efforts with the NARA, for such items but not limited to; record disposition schedule writing, transfer of permanent record and records storage requirements.
- Develops and maintains VHA-specific guidance, policies, and procedures for the development, maintenance, storage, and disposition of Federal records created within VHA.
- Develops and maintains VHA Record Control Schedule (RCS) 10-1, in accordance with NARA requirements.
- Conducts training sessions and presentations independently or in conjunction with other VA program offices, for appropriate VHA personnel involved in Records Management- related matters to improve and sustain appropriate management of Federal records.
- Develops, manages and follows through to completion applications and petitions for modification of existing records schedules as well as records that must be scheduled.
- Appraises and evaluates VHA records to determine their record retention value, proposes retention periods and ultimate disposition for records and assists VHA Program Offices in the preparation of regulations.
- Develops and sustains ongoing support relationships and works independently with various program management offices, VISN and field personnel to ensure records creation, maintenance, use, and disposition are in accordance with Department policies and Federal regulations.
- Educates and informs VHA records managers and other interested staff regarding policies, procedures, and notifications that impact the management of federal records within VHA.
- Develops and provides training on records management to VHA records managers, records liaisons and interested staff regarding policies, procedures, and notifications that impact the management of federal records within VHA.
- Acts as the subject matter expert and final authority regarding proposed policies and procedures developed by other elements of VHA that relate to records retention and management.
- Utilizes surveys, audits and other reports to identify potential issues related to facility, VISN or program office management of records. Assists in facility site visits when needed, evaluating the effectiveness and efficiency of the records management program. Assist with developing detailed assessment reports and corrective action plans after problem identification and analysis.
- Works closely with the Office of General Counsel to ensure that record retention requirements are in conformance with Federal laws and regulations.
- Work with Office of General Counsel to coordinated national record hold/freeze.
- Serves as the liaison on matters relating to the storage of records at the VA Records Center and Vault.
- Researches, prepares and responds to Congressional correspondence referred on behalf of constituents concerning matters related to VHA's records management activities, policies, and procedures.
- Serves as the VHA representative to the Office of Regulation Policy and Management on matters relating to regulations management.
- Conducts an analytical review of regulations to ensure compliance with the department's procedures and Federal regulations.
- Prepares various records management and regulation management reports.
- Develops position descriptions, engages in recruitment activities and manages performance standards and evaluation, disciplinary actions and incentive awards consistent with OHI/HIG/HIM policies and management philosophies.
- Performs the administrative and human resource management functions relative to the staff supervised.
- Observes workers' performance and conducts work performance critiques.
- Resolves informal complaints and grievances.
- Develops work improvement plans, recommending personnel actions as necessary.
- Provides advice and counsel to workers related to work and administrative matters.
- Review and approves or disapproves leave requests.
- Assures that subordinates are trained as required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2022.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and maintain records schedules in accordance with NARA requirements; Develop and maintain agency-specific guidance, policies, and procedures that support the maintenance, storage, and disposition of Federal records created within an agency; Develop and provide training on records management to records managers, records liaisons and interested staff regarding policies, procedures, and notifications that impact the management of federal records within an organization.

Selective Placement Factor: At least one year experience applying expert knowledge of legislation, administrative law, policies, regulations and precedents applicable to federal government records management including the Federal Records Act and National Archives and Records Administration regulations.

ICTAP/CTAP candidates: ICTAP/CTAP candidates must be found to be well qualified for referral.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
