Job Summary/Company:

Sparks Group in collaboration with a government consulting firm, is searching for a skilled and proactive Contracts Specialist. The Specialist will be responsible for supporting the team with contract initiation, implementation, and closeout activities. They will monitor changes to contracts and maintain documentation to ensure accuracy and completeness. The ideal candidate will have prior contracting experience, having worked with government entities. They will have advanced knowledge of acquisition regulations and policies.   • Provide full cycle cradle-to-grave contract management, reviewing contracts, change orders and RFPs for multiple subcontracts
  • Analyze the development of a contracts acquisition plan, define requirements for solicitation, review the drafted documentation supporting solicitations, and provide oversight for the surveillance of contracts
  • Handle various complex federal government contracts and provide support for federal clients
  • Serve as a liaison between internal teams and external federal contacts and partners
  • Negotiate with contractors and subcontractors using applicable knowledge of federal contracting regulations like FAR/DFAR
  • Use contract management tools, methods and processes to interact with internal teams and external contacts
  • Review agreement requests from the team, deliver clarifications, and ensure that all supporting documentation and approvals are complete and accurate
  • Completes other responsibilities as assigned

Qualifications/Background Profile:
  • Bachelor's Degree Finance, Business or a related quantitative field; experience in lieu of degree accepted
  • 8+ years of government contracting experience; extensive knowledge of FAR/DFAR regulations
  • FAC-C or DAWIA Level III required
  • Extensive experience working with proposals from development to submittal, and conducting detailed cost analysis
  • Experience with federal government contracting principles and procedures applicable to pre-award and post-award actions
  • Advanced skills using Microsoft Office applications and data repository tools
  • Ability to build and maintain successful working relationships with teams and partners, both internally and externally
  • Superior communication skills with the ability to communicate with teams or present recommendations to increase the efficiency of the processes
  • Strong analytical skills to interpret complex reports, needs and documentations; excellent time management skills
