The Department of Public Works and Transportation (DPW&T) is seeking a qualified applicant to fill an Engineer III position, grade G-28, within its Office of Engineering and Project Management, Traffic Engineering and Safety Division.

About the Position (DPW&T)

This is a senior level professional and technical engineering position responsible for performing complex engineering work which requires the application of advanced transportation engineering principles and practices, in the design and construction of a variety of traffic and transportation related infrastructures. The incumbent performs a variety of engineering processes, methods, and analysis of conditions and plans to design, build, maintain, protect, and improve structures, machines, devices, systems, materials, and environment under the County's responsibility; visit sites to make field investigations, conduct examinations, observe and inspect project conditions and implementation, make contacts with engineers, contractors, consultants, the general public, and related county personnel to explain procedures and requirements, advise on policies and necessary actions, and plan and coordinate processes and operations. Work is performed under the general supervision of the Chief, Traffic Signal and Street Lighting Section.

 
 The incumbent in this class performs a variety of engineering processes, methods, and analysis of conditions and plans to design, build, maintain, protect, and improve structures, machines, devices, systems, materials, and environment under the County's responsibility.  The work requires employees to visit sites to make field investigations, conduct examinations, observe and inspect project conditions and implementation.  Contacts are with engineers, contractors, consultants, the general public, and related county personnel to explain procedures and requirements, advise on policies and necessary actions, and plan and coordinate processes and operations.  Public contact in this class is limited to the dissemination of information and guidance related to the primary purpose of the job.
 
 Guidelines, including industry standards, local and national codes, regulations, and statutes, are normally available but do not cover all situations encountered in the engineering work assigned.  The incumbent is expected to provide leadership, mentoring, and guidance to subordinate level Planners and Engineers. Work is performed indoors and outdoors and may include physical activities such as repeated bending, climbing, kneeling, reaching and lifting up to thirty (30) pounds.
 
 DPW&T employees are considered "Essential" and are required to participate in the Department's Snow and Ice Control Program, during natural and man-made disasters, and during special operations as assigned. Essential employees are expected to report or remain at work when other employees are granted Administrative Leave.

EXAMPLES OF WORK

• Review and prepare technical reports of transportation engineering plans and traffic studies
• Design traffic control devices
• Prepare plans, specifications, and reports including research and data analysis related to transportation projects
• Plan, develop, coordinate, and conduct detailed and complex traffic engineering studies
• Review and prepare traffic signal plans, traffic control plans, roadway improvements, traffic projections, maintenance of traffic, signing and marking plans
• Review and comment on events related to or impacted by assigned traffic impact studies
• Review roadway construction plans, specifications and reports submitted by others
• Lead and coordinate complex traffic engineering studies
• Represent the department, office, and division at meetings conferences, legal proceedings, and public hearings
• Responsible for the development and implementation of program goals, including planning, implementation, review, and evaluation of activities
• Plan, develop, coordinate, and conduct complex traffic engineering designs
• Conduct field/site views
• Prepare and review engineering plans for traffic control, geometric roadway improvement, signing, pavement marking and traffic signals
• Ability to communicate, both orally and in writing, with internal and external professionals; and maintain project logs and records.
• Prepare traffic study reports, traffic impact studies, roadway construction plans, and specifications
• Develop and implement transportation programs and projects
• Support comprehensive Capital Improvement Plan (CIP) project scopes and schedules which defines services to be provided by the county's consultants for projects
• Participate as an essential employee in the Department's Snow and Ice Control Program and other emergency or special activities; and,
• Perform other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general, occupational category and responsibility level typically associated with the class of work.

MINIMUM QUALIFICATIONS

What You'll Need:

• Bachelor's degree from an accredited college or university in Civil, Traffic, or Environmental Engineering; 
• Plus three (3) years of professional-level engineering experience applying advanced engineering principles and practices in the design, review, and construction of traffic and transportation projects.
•  A Professional Engineer (PE) license may be substituted for the degree. 

EACH CANDIDATE MUST INCLUDE INFORMATION THAT CLEARLY AND CONVINCINGLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.
 
PREFERRED QUALIFICATION:
 

• Bachelor's degree from an accredited college or university in Civil, Traffic, or Environmental Engineering; 
• At least five (5) years of professional experience in the engineering field; the ability to prepare/review traffic engineering studies and plans; and the ability to perform technical research and prepare reports. 

ADDITIONAL INFORMATION

CONDITIONS OF EMPLOYMENT: Upon selection, the applicant must:
 

1. Must possess and maintain a valid driver's license.
2. Must be willing to participate as an "essential" in the Department's Snow and Ice Control Program and other emergency operations as assigned.
3. Must pass a pre-employment drug/alcohol screening.

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligibles which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
